In recent years,public health emergencies have occurred frequently around the world.High-level incidents usually outbreak suddenly,spread quickly,and cause great harm.The epidemic of SARS,Ebola,and COVID-19 not only caused a large number of deaths and injuries,but also affected the national economy and society with a huge impact which losses of tens of billions of dollars were easily made.The maintaining and reducing economic stability becomes an important task during the resumption of production period.The automobile industry has a large volume,a long chain,and a wide range of radiation.It is the core pillar industry of China’s national economy.Ensuring the smooth operation of the automotive industry chain is the key task of orderly resumption of production.Vehicle logistics is an important link to support the operation of the automobile industry chain.Its operation revolves around the skeleton of the service network and the reasonable structure and efficient operation of vehicle logistics service network is the key to improve the quality,reduce the cost and increase the efficiency of vehicle logistics,which has a great contribution to maintaining the automobile industry chain.Therefore,it is of great significance to study the optimization of vehicle logistics service network under public health emergencies.Based on the actual scientific research project,this article has conducted a systematic analysis and research on the optimization of the vehicle logistics service network under public health emergencies through on-site investigation and summary analysis from the perspective of vehicle logistics companies.The main works are as follows.(1)Analyzed the connotation of the vehicle logistics service network from four aspects of concept,composition,structure and operation mode.Summarized the specific optimization content and optimization goals of the vehicle logistics service network.Combed the method of vehicle logistics service network optimization.(2)The concept,characteristics and emergency treatment measures of public health emergencies were sorted out.Analyzed the impact of vehicle logistics needs,the static structure and dynamic operation of the vehicle logistics service network,and embodied it with risk losses,risk events,and risk factors.A risk assessment indicator system for vehicle logistics operations under public health emergencies and a DEA-based assessment calculation and processing method for specific job scenarios were designed.(3)Considering the operational risks under public health emergencies,the changes in transportation rates with distance,the synergy between static network architecture and dynamic network operations,took the joint optimization problem of transportation route and location-allocation as the main research object.Firstly,constructed a single-cycle transportation route optimization model(RSTRO)based on risk analysis.and designed the improved ant colony algorithm,which contrasts with adaptive parameters,enhanced update rules and ant special prohibition rules.And took the RSTRO model as the lower model,constructed a multi-period pre-transit warehouse location-allocation and transportation path dynamic optimization two-layer model based on risk analysis.The improved genetic algorithm with adaptive parameters,elite retention strategy and competitive selection strategy was used to solve the model.(4)Took the optimization of the logistics service plan of Brand B by Z vehicle logistics company during the epidemic period Of COVID-19 as an example.The optimal result of 21.12% savings in comprehensive cost over current status was obtained through programming and calculation by using Matlab software,and the results were analyzed and the effectiveness of the algorithms were verified.
