Research On The Risk Management Of PPP Project In Caofeidian Beihuan Overpass

The PPP pattern is a way for the public sector to establish a partnership with the social capital for the provision of public goods or services.Compare with the traditional infrastructure construction,the PPP mode requires the social capital side to participate in the initial stage of the project,and together with the government departments,we should consider the social benefits,quality and cost of the project together.It is an effective way to exert market resource allocation effect and can promote the transform government functions.But the construction cycle of infrastructure in the PPP model is long,and there are many risks in the process of project management,such as policy,market,investment,cost,technology and so on.Therefore,in order to ensure the successful implementation of the project,it is necessary to strengthen the risk management of PPP projects,and to objectively identify,evaluate and respond to the risks existing in the project.This paper starts from the basic theory of PPP mode,introduces the scale of the construction infrastructure in PPP mode and the research status of PPP mode in China and abroad.Then the paper introduces the basic situation of the north annulus overpass project in caofeidian district,and the project of the north ring flyover in caofeidian is the first application of the PPP model construction in caofeidian.This article through to the participation of caofeidian area north ring overpass project,tracking and investigation,summarizes the operation of PPP model in the overpass project construction process,identified in the risk factors existing in the use process,and using principal component analysis(pca)dimensionality of summing up the identification of risk factors,set up suitable for caofeidian area north ring overpass project risk evaluation index system.Final against north ring overpass project to evaluate the risk factors by applying the method of grey correlation,finally proposes the corresponding risk control strategy,in order to caofeidian north ring overpass project using risk management and protection of the PPP model construction to provide the reference.
