| In order to improve the transportation capacity of small and medium-sized airports in high plateaus,and also to improve the emergency security capacity of small and medium-sized airports in high plateaus,some small and medium-sized airports in high plateaus will open night aircraft operations in time to meet the safety operation needs and passenger transportation needs of the airports.Before opening night aircrafts at small and medium airports in high plateaus,the risk of air traffic control must be assessed.Since the methods and theories for the risk assessment of night operation at small and medium-sized airports in high plateaus in China are not yet mature,this thesis studies the risk assessment of night operation at small and mediumsized airports in high plateaus.This thesis focuses on the following aspects of analysis and research:Firstly,based on the analysis of the night operation characteristics of small and mediumsized airports in high plateau,a total of 20 air traffic control hazards of night operation in small and medium-sized airports in high plateau were identified from personnel,facilities and equipment,environment and management by using the methods of literature analysis,on-site research and querying project reports.Secondly,the decision laboratory analysis method(DEMATEL)was applied to analyze the importance and causal attributes of the night operation ATC hazards in small and mediumsized airports in high plateaus;the explanatory structural model method(ISM)was applied to establish a multi-layer recursive structural model of ATC hazards to determine the hierarchy and role relationships of the hazards.Combining the analysis conclusions of the two methods,a total of eight ATC critical hazards were extracted.Then,a cloud model for night operation ATC risk assessment of small and medium-sized airports in high plateaus is constructed to evaluate the key hazard sources and the overall ATC risk,and the weights of the key hazard sources are determined using the sequential relationship analysis method(G1).Finally,the analysis of the specific case shows that the assessment results indicate that the risk level of night operation ATC at L airport is unacceptable,and there is still a lot of work to be done if night aircraft operation is to be opened,and a series of risk mitigation measures are proposed in response to the assessment results.The focus of this thesis is to extract the key risk sources and conduct risk assessment for night operation air traffic control at small and medium-sized airports in high plateaus,find the weak links and propose a series of risk mitigation and prevention and control measures to provide a new way of thinking for the risk assessment of night operation air traffic control at small and medium-sized airports in high plateaus. |
