Because the industrial concentration area is very vulnerable to the influence of external environment and its own conditions in the process of development,a variety of development conditions may occur in the industrial concentration area,and the development is uncertain.And the existing form of industrial concentration area development is mostly land for a large number of infrastructure construction before development and construction,investment.If the development of industrial concentration area is restricted and the work of attracting investment stagnates,a large amount of investment in infrastructure construction in the early stage will be wasted.So how to deal with industrial clusters development situation of uncertainty,avoid wasting,elasticity of infrastructure planning is very necessary,so this paper selected in the construction of infrastructure investment in the big road system as the breakthrough point,to select gv 10 county industrial clusters as the research object of this paper,an elasticity of gv 10 county industrial clusters road system construction method and the planning and design research.The main contents of this paper can be divided into three aspects: construction of industrial concentration area development scenario,simulation of lingtai county development scenario and planning of elastic road system in lingtai county industrial concentration area.Firstly,the research is carried out on the theoretical basis,sorting out the development history,planning and design methods and practical experience of road planning and elastic planning at home and abroad,summarizing the design experience of elastic road system and analyzing the future development trend.Based on the above basic theoretical research,the research ideas and methods are formulated.Secondly,the scenario analysis method is clearly applied to analyze various scenarios that may appear in the future development process of lingtai county industrial concentration area,and the sequence of scenarios is based on the probability of occurrence.Then,based on the probability sequence of scenario,three scenarios ranked in the top three were selected to carry out scenario simulation,and the development trend of lingtai county's road system was analyzed in the three most likely scenarios.Finally,according to the development trend of these three road systems,the planning framework of lingtai county's elastic road system in the industrial concentration area was constructed,and the planning and design of the road system were carried out from the four levels of road network layout,road cross section,elastic landscape greening,and elastic implementation management.Realizing that the road system of lingtai county industrial concentration area can respond to the elastic traffic demand of different development stages of the industrial concentration area.By studying and constructing the development scenario of the industrial concentration area in Lingtai County,the paper determines the final probability of each scenario by calculating the initial probability of the occurrence of key events and the probability of cross influence,and then sorts the results to get the three most likely scenarios.At the same time,the construction method of flexible road network in Lingtai County is studied and constructed with "scenario analysis and simulation plus elasticity".For industrial areas in small towns in the north,such as Lingtai County industrial concentration area,the road network system of basic road plus elastic road plus recommended road is constructed with the elastic planning method,and implemented in stages to adapt to different traffic demands brought by different development stages in the industrial concentration area.Finally,based on the elastic traffic demand,the road system is implemented in stages to meet the bearing demand of roads in different development states.The elastic project library is constructed to determine the real-time elastic range of road traffic demand.Based on dynamic traffic information monitoring with big data,feedback problems of road system;The application evaluation system of the road system is constructed,and the results are the direct basis for optimizing and changing the road system.
