High-speed railway is a new industrial momentum of regional cooperation and development.In order to integrate into the national strategy ‘One Belt,One Road',the three provinces,Yue,Gui and Qian signed frame contracts about Nan Guang and Gui Guang high-speed railway economic cooperation,and built cooperative and experimental district in Yue Gui Qian high-speed railway economic belt,which took Foshan as a core and Foshan national new and high-tech zone as a foundation.For the past year,Yue Gui Qian took experimental district as advance area,probed practice from a point to an area,made communication and cooperation more closely.Thirteen city national new and high-tech zones,Guangzhou,Foshan,Zaoqin,Nanning,Guilin,Liuzhou,Guiyang and so on,benefited each other and made a win-win situation and cooperative development under the guidance of five theories of development: creation,coordination,greenness,openness and sharing.As this significant cooperation played a key role regarding promoting industrial development in Yue Gui Qian,so the research on the national new and high-tech zone along the Yue Gui Qian high-speed railway in this essay has great significance and practical values concerning promoting the development of Yue Gui Qian high-speed railway economic belt.This essay combined the theory and empirical research together to research the development of the national new and high-tech zone along the Yue Gui Qian high-speed railway.As for theory,this essay adopted new economic growth theory,input-output theory and so on.As for empirical research,on one hand,this article used the latest data in 13 new and high-tech zones,calculated the input-output efficiency and scale-effect in new and high-tech zones through DEA pattern,analyzed the results and reviewed the current development situation about new and high-tech zones,gave support to the input-output efficiency in new and high-tech zones;one the other hand,this article also set up suitable pattern to study the factors for economic growth in new and high-tech zones,and used random effect mode via examination and confirmation,adopted panel data from year 2011 to year 2015 in 13 new and high-tech zones to analyze the economic growth factors of the national new and high-tech zones along the Yue Gui Qian high-speed railway.By using panel data,it enlarged the volume of the sample and made the conclusion of the empirical research more convincing;and set up pertinent index and build proper random effect pattern for the new and high-tech zones along Yue Gui Qian high-speed railway via combining former research results and practical situation.Finally,combining the two empirical results together,and use it to reflect comprehensively and thoroughly the current development situation and cooperative direction of the national new and high-tech zones in the three provinces,Yue Gui Qian.The main results of this article:(1)Part of the new and high-tech zones achieved DEA efficiency,the rest of them had problems on different levels.Pure technique efficiency is not ideal or scale efficiency is not perfect,namely,existing the problem of low systematic transit output capacity or unscale economy or existing both the two above-mentioned problems.Due to this difference,the three provinces and their districts has a voluntary tendency in cooperation.(2)Among the 13 national new and high-tech zones along the Yue Gui Qian high-speed railway,new and high-tech zones in east gained more efficiency in input-out than new and high-tech zones in west.Development level had huge differences,whish is due to geographical spread and closely links to the newly found cooperation in Yue Gui Qian high-speed railway economic belt.(3)The economic growth of the national new and high-tech zones along Yue Gui Qian high-speed railway was mainly due to the growth of the input and out put of human resources and decided by the input and output of human resources in the current period.(4)The stagnation of the input index of scientific talents had a prominent influence to gross output,which indicated that the input of scientific talents in the industry needed training and time to play a better role.
