Research On The Optimization Of Control Indexes Of Industrial Land From The Perspective Of Adaptability

In the period of social and economic transformation and development in China,the development of market economy is becoming more and more mature.So it is urgent for urban planning to explore the innovation and reform corresponding to the market mechanism,that is,how to realize the best division of labor between planning and market.Meanwhile,refined planning management and flexible response to market uncertainty have become the consensus of urban planning.Therefore,research on the optimization of control index that is adapted to the development of industrial land and different from other urban land is an inevitable trend of refined planning and management.As far as industrial park land is concerned,as an important construction space serving the development of enterprises,one of the important characteristics that is different from the general urban construction activities is that the marketization of project investment entities is relatively high,and the construction of the park is greatly affected by the market.However,the control content of the traditional Controlled Detailed Planning is a conventional and general content system,serving all kinds of construction land,and attaching importance of the shaping of urban public space as a whole.Such universal control content is slightly insufficient to control industrial land,ignoring the comprehensive,procedural and long-term characteristics of industrial park transformation and development,and lacking continuous management and guidance for industrial park transformation.This article focuses on the research of industrial land control index,combined with the research on industrial development and land to use characteristics,analyze the problems with the application process of industrial land control index,and propose an adaptive optimization strategy for the Controlled Detailed Planning of industrial land.This article is divided into seven chapters : The first chapter is an introduction,mainly including the research origin,research object,research purpose and significance,research method and research framework.The second chapter are an overview of the research on the adaptability of industrial land control regulations.it mainly includes two aspects : the first aspect is a review of the theory and application of adaptive planning and flexible planning,and summarizes the similarities and differences between the two planning methods.The second aspect are to summarize and review the research on the adaptability of existing industrial land control regulations.The third chapter are to compare and analyze the content of the current industrial land control regulations and the industrial land development requirements,and propose the contradiction between the planning control requirements of the Controlled Detailed Planning and the project practice.Combined with the analysis and research on the policies and systems of the reform of simplified planning areas in the United Kingdom and the zoning system in the United States,the optimization direction of industrial land control regulations is proposed.The fourth chapter are an empirical analysis of Hunan's major industrial parks,combined with interview data,to study the problems in the implementation of industrial land control regulations in Hunan Province.The fifth chapter are to analyze the content and control methods of industrial land control index by analyzing the spatial agglomeration and uncertainty impact mechanism of industrial development,combined with the construction goals of industrial parks,putting forward the idea of adaptability optimization of industrial land uses / used control indicators.The sixth chapter are to propose the optimization strategy of hierarchical control of control index,to respond to the uncertainty of industrial land development with the bottom line thinking,weaken the mandatory control of land parcels,emphasize overall control,and leave room for the selforganization of industrial enterprises and the development of industrial clusters.The seventh chapter mainly summarizes the research content of this paper,and puts forward the prospect of the future development of industrial land.
