For a long time, with the city’s expanding and updating, cities have been into a contradiction that "the more development, the more congestion".This problem affects ci ty’s development and the improvement of people’s living standards. Because public tra nsportations the most common and dependent way of transit,the conflictsbetween publi c transportation and land use are more prominent, especially in aging facilities, shortag e of land in built-up areas. Therefore, it is necessary to start a researchof land use int ensitycontrol regulations on built-up area, under transit-orientedcircumstance. This requi res public transportationtheories,factors, and mathematical models to be applied into re gulatory planon built-up area, in order to alleviate traffic congestion at controlled plan ning level, thus ensuring the orderly operation of urban system.This paper is based on the technology platformof hierarchical regulatory plan, in t he perspective of regular bus system, to study land use intensityon built-up areas, and to explore the relationship of hierarchicalregulatory plan and public transportation.The final goal is to conclude constraint relationshipsbetween two factors at three levels, a nd ultimately to adjust land use intensity. It may can make a contribution for regulato ry planmore scientific and more rational.This article is divided into five chapters to analyze. In first chapter, it will specif y a clear object of this study, the existing problems of object and necessitythat the iss ues should be addressed, and then determine the contents, purpose, method and full fr ame. The second chapter is to provide theoretical basis of relevant researches: through literature review to find a foothold of this article. Chapter three is system constructio n, after studies of feasibility, research constraints and other factors, to build up the ba sic framework of theoretical methods to find theoretical approaches of the study, and t o state clearly constraints under this framework. The fourth chapter is model building,through the three levels of study to quantify the combined constraints model framew ork and evaluate the results. The fifth chapter is empirical research, it will build relati onship between regular bus system capacityat regulatory plan level and land useintensit y, achieve practical applicationthough using quantitative models. Final part is conclusio n and prospect, which is to summarize the results of studies and present innovations a nd prospects.In this paper, the factors of regular bus capacityin transportation plan has been us ed into the study of land use controlintensityin built-up area. Through research, analysis, and other means, it is eventually establisheda model of scientific and effective quan titative evaluation, which can provide a basisfor a more rational controlling of land us e intensity in built-up area. At the same time, it also improves the preparation method of regulatory planon built-up area.
