The protection of water resources and reasonable control and configuration are important guarantees for the sustainable development of society.As an important system in the water resource management system of our country,the water intake permit system has achieved remarkable results in the implementation process.However,there are still some problems in water management,such as unclear accounts,ineffective means and weak economic leverage.Under the new situation of "strong supervision" in the water conservancy industry,in order to manage water resources well and strengthen the implementation of the water withdrawal permit system,it is urgent to solve these problems.At present,the research on the water withdrawal permit system is mainly is mainly reflected in the analysis of the problems and put forward corresponding suggestions.In fact,the effectiveness is low,and the implementation of the system still cannot meet the actual needs.Therefore,this paper analyzes the current status of the implementation of the water withdrawal permit system,sorts out the existing problems,proposes and designs a strong supervision model for the water withdrawal permit system based on informatization,and takes the water withdrawal permit management in Weinan City as an example to achieve this strong supervision.The paper aims to provide theoretical and technical support for the implementation of the water withdrawal permit system and the rational management and control of water resources.The main research results of the paper are as follows:(1)Investigation and analysis of the status of water intake permits and analysis of existing problems.Through on-site investigation and participation in relevant meetings on water intake licensing,summarize the actual implementation of the water withdrawal permit system;based on the investigation and summary,find and sort out the relevant literature and data on water intake permit,summarize and analyze the effectiveness of the water permit system,and analyze the main problems of the water permit system.(2)The design and construction of the "strong supervision" model of water withdrawal permits.Driven by problems and driven by needs,a new model of water withdrawal permit management for "strong supervision" was proposed,and the mechanisms and methods for implementing the new model were designed,One is the electronization of water license,that is to say,based on the water resources demonstration system,two kinds of electronic licenses are designed to adapt to the dynamic changes in management through the regulation theory;The second is the classified management of water intake,that is,the water intake is divided into two types:one is the water intake directly taking water according to the "Water law",the other is the water intake which starts from the source users and supplies water to the lower users;The third is the water resource fee(tax)Collection method,that is,the implementation of pre-collection according to the certificate at the beginning of the year,and at the end of the year,according to the reward and punishment regulations,more refunds and less compensations will be made.(3)The design and construction of a dynamic process management mechanism for water withdrawal permits.On the basis of sorting out the relationships among water sources,water intakes,and water users,a topological water network is constructed through an integrated integration platform..Based on the relevant business of the water network integration of various aspects of the water withdrawal permit,electronic licenses and regulations are used to manage the relevant business,and the“one certificate" dynamic process supervision of the water withdrawal permit is realized.Through the adjustment of water resource fees(taxes)collection methods,the“one certificate" supervision will be further strengthened.In view of the problems existing in the process of water intake permit management and the changes in water resource constraints,under the guidance of regulations,the problem-solving tasks are decomposed and issued,the implementation status is tracked,feedback,and evaluated,and the existing problems are located and solved,at the same time,the management regulation of water intake permit is improved.We need to go back and forth in this way until the problem is solved and the dynamic process management of water intake permission is realized.(4)Research and implementation of dynamic process management system for water intake permit Based on the knowledge visualization integration platform,adopting the technology of component and web service,and with the design idea of business component,effect proceduralization and program visualization,a dynamic process management system of water intake license is constructed,which can realize the functions of application,approval and issuance of electronic license of water intake license,the classification management of water intake and the visualization management of water use process.Taking the water intake permission management in Weinan as an example,the feasibility and the progressiveness of the "strong supervision" mode of the water intake permit are verified by the example simulation,and the dynamic process management of the water intake permit is realized.
