Water shortage problem that restrict the economic development and disturb people's life has been more and more seriously. The wasteful of water resource is common existed because less of a measurement method which is strict, accurate and real-time. In order to solve the measurement problem of water quantity, promote the effective dispatching of water resource, set up a real-time supervision and decision support management system of water quantity, the first consider thing is the location which is wide spread. For the purpose of centralized-control and the demand of modern management, the site should be considered to connect by using reasonable communication pattern and suitable network frame, the water supply supervision and measurement network system should be constructed. Secondly, the existing hydraulic engineering buildings should be used to measure the water quantity on the premise, the proper on-line flow measurement project which is economy simple and convenient should be selected. By comparing the flux compute of different measurement project, chose the reasonable, economy, practical one to get the aim of water quantity control. Finally, the application software should be constructed and designed according to the research and conclude from hydraulic operation, divided it into several sub-system (water quantity real-time dynamic supervision system, water resource analyze and estimate system, decision support management system).The main research content and results are as follow:(1)Based on the merits and demerits analyze of present remote supervision unit, putforward a unit design project that use the advanced SOPC technology to set a basis for decision support management system.(2)Analyze and compare the different project and mode of flux measurement, according to the three layers construct which is required for province, city and county, referring to the present engineering situation, and then the best solution can be searched.(3) With such techniques as Windows Server 2000,ORACLE,Visual C++ .NET, the overall application framework is established. The operation content should be divided into subsystem according to the central disposal mode , and the detail design and analyze to each of function model should be presented.
