Research On Contract Flexibility Of Urban Rail Transit Project In PPP Mode

The vital role played by urban rail transit in urban development has become increasingly prominent,greatly changing the way people travel,and is the most ideal green transportation security system to solve the problem of traffic congestion in large cities.However,large investment in rail transit projects and a long payback period,and total reliance on government input will result in a heavy public financial burden.The public-private partnership(PPP)model,as a brand-new financing model in the project financing model,not only makes up for the dilemma of the government's heavy financial burden,but also can fully mobilize the enthusiasm of social capital.Therefore,more and more applications are used in urban rail transit construction,which enriches the connotation of urban rail transit construction.However,due to the longer term of the PPP agreement for urban rail transit,the uncertainty of the compliance environment is increasing day by day.Too rigid contracts cannot be well adapted to the uncertainty of construction projects.In order to make the PPP contract able to respond to environmental changes quickly and economically,it is of practical significance to study and discuss the evaluation index system of contract flexible terms applicable to the PPP projects of urban rail transit in my country and to propose measures for the design of flexible terms.The main research contents and conclusions are as follows:First,through a literature review of the current status of contract flexibility research in the field of contract management,it is concluded that the PPP model has a higher applicability and matching in the field of urban infrastructure,especially urban rail transit.Interviewed experts and scholars in the field of urban rail transit PPP contracts,researched and constructed an evaluation index system based on contract flexibility,and formed a questionnaire;and used SPSS software to analyze the relevant research data of the recovered questionnaire.First,the reliability and validity of the test are carried out.The reliability of the questionnaire data and the correlation between the various items are explored and studied accordingly,and satisfactory results are obtained.Second,by establishing an entropy model and a judgment matrix to establish an analytic hierarchy model,the contract flexible element indicators of the PPP financing model of urban rail transit projects are evaluated,and the weight calculation results of each element indicator are combined to refine An index item with a larger weight is issued,and the content of the proposal applicable to improving the flexible clauses of the PPP contract of the urban rail transit construction project is researched and discussed.Third,carry out empirical research.Taking the Sanya Tram Demonstration Line Project in Hainan Province,the Modern Tram Demonstration Line Project in the Central Urban Agglomeration of Yunnan Province in Yunnan Province and the Fuzhou Urban Rail Transit Line 2 PPP project as the objects The measures of the flexible clause of the PPP contract are recommended,with a view to drawing lessons and reference when signing the PPP contract for projects that use the PPP model for urban rail transit construction.Figure 9 table 40 reference 73...
