The Research Of Ningbo Rail Transit Project’s Construction Contract Management

As the second largest city in Zhejiang Province, the country planning solo city, Ningbo city is one of the Yangtze river delta the five regional centers, of which its comprehensive economic strength is in the upper level among the same level cities in China. Compared to the rapid development of social economy, the development of public transportation of Ningbo relative lags, and the existing road network traffic capacity has been close to the limit. As the backbone of our public transport, urban rail transit has the advantages of low energy consumption and low emissions. Under the premise of Ningbo in developing circular economy and building a conservation-minded Ningbo, it is the first choice for Ningbo City to solve the problem of traffic.Project contract management is the core of project management, meanwhile is also the link of engineering project management. It organically unifies the three objectives’quality, time limit and the cost of project management in together, and plays the total control and total coordination role. Ningbo rail transit construction project is on a critical moment, of which the first line’s construction is basically completed, and the second round of construction planning for construction is going to begin. Strengthen the study of urban rail transit construction project contract management; Combine the Ningbo rail transit construction project contract management theory with actual Ningbo rail transit construction practice, sum up the experience and lesson in the course of the construction of the first phase of line 1, and provide the reference for the future Ningbo rail transit project construction.This study takes the first phase of the Ningbo rail transit line 1 as an object of study, combines with the characteristics of urban rail transit construction project, and starts from the important link of contract management, specific including:contract system planning, contract condition setting and change management system planning. Based on the way of project management implementation in the choice of the owner party, it makes an analyze according to the contract project decomposition (WBS), which was carried out by the overall objectives of project, and selects the most appropriate contracting mode. It summarized the contract conditions of main contract, such as the first phase of Ningbo rail transit line 1 design, construction, supervision, materials, equipment procurement etc., and preparing to provide suggestions for the future contract condition settings of engineering; Finally based on the largest number occurred during contract performance, involving the largest cost of engineering change, it puts forward the basic principles and the main measures of urban rail transit engineering change management, and builds the Ningbo rail transit project plan change, design change and construction changes of three kinds of management system.
