At present,the total number and scale of China's tunnels are already in the leading position in the world,and it has been transformed from a period of construction to a period of equal emphasis on construction and management.With the continuous emergence of tunnel safety issues,the corresponding disaster prevention and relief has also been paid more and more attention.Tunnel fire is one of the most common and most harmful disasters in tunnels.Based on this,this paper builds an emergency capability evaluation index system for highway tunnel fire scenarios,and establishs an emergency capability evaluation model to provide a kind of scientific and reasonable emergency capability evaluation method for highway tunnel fire emergency management.,and to help determine the weak links in the emergency management of highway tunnels for fire scenarios and the improvement path of emergency capacity,with a view to providing a quantitative basis for the emergency capacity building of relevant departments.Based on the existing research at home and abroad,this paper first sorts out the research results on highway tunnel fire and emergency capability assessment,and analyzes their advantages and disadvantages,in order to provide a basis for the subsequent index system selection and model construction.Secondly,based on the emergency management theory and complex system theory,the connotation of highway tunnels studied in this paper is clarified,and the causes,risk factors and particularities of highway tunnel fire disasters are analyzed,and the three-dimensional emergency management model of highway tunnels for fire scenarios was put forward.And on this basis,the highway tunnel fire emergency management capability system was divided into fire prevention capability,emergency prepared capability,emergency response capability and recovery and learning capability.Thirdly,on the basis of the aforementioned analysis,according to relevant laws,regulations and domestic and foreign emergency assessment frameworks,a three-level index system was established,including 4 first-level indicators,13 second-level indicators and 37 third-level indicators.And the structural equation model(PLS-SEM)solved by partial least squares method was used to verify the scientific and rationality of the index system.Forthly,based on the uncertain mathematical theory,the expert credibility parameters were introduced to solve the problem of uncertainty information caused by the subjectivity of the expert evaluation,and the SEM-Uncertainty measurement model for emergency capability evaluation and the emergency ability improvement path selection model based on TOPSIS method were established.Finally,taking the Hong Kong-Zhuhai-Macao Subsea Tunnel as an example,applying the established evaluation system and the comprehensive evaluation model of emergency capability and the improved path selection model,and the emergency capability level,score and optimal improvement path of the Hong Kong-Zhuhai-Macao Subsea Tunnel facing the fire scenario were obtained to providing a reference for its emergency capacity building.All above with a view to contribute to the research in the field of highway tunnel fire emergency management.
