The report of the "19th National Congress of the Communist Party of China" pointed out the need to strengthen the construction of ecological civilization.The greening of expressways is an important part of the construction of ecological civilization and has received widespread attention from society.At present,the land in the construction control area of the outer edge of China's highways is generally not comprehensively utilized with both functional and economic values.Cost management is the main core of greening construction,which has a great impact on the landscape effect,profit,and quality of the greening.At the same time,the greening of expressways is also increasing with the construction requirements of beautiful China.The pursuit of economic value on the basis of functional requirements such as practicability and aesthetics also needs to be taken into account.This paper takes the life cycle cost and benefit of greening of Jiangsu Expressway as the research object,and increases the economy and functionality as the research goal,comprehensively analyzes the current status of greening cost and benefit,and the existing problems,and proposes countermeasures for better Use land resources to create possibilities.The main idea of this article is: to raise questions-analyze problems-solve problems.In the end,we hope to achieve more effective management of high-speed greening costs and improve the economic benefits of greening later.This article is mainly divided into seven parts: introduction,related concepts and basic theories,analysis of the current situation of greening costs and benefits of Jiangsu Expressway,construction of the calculation model of greening cost and benefit of Jiangsu Expressway,and case studies-taking Jiangdu to Guangling as an example.The countermeasure,summary and prospect of Jiangsu highway greening cost reduction and efficiency increase.This article first takes the research status of scholars at home and abroad as the starting point,and finds that the current scholars are mainly qualitative research and quantitative research is insufficient.The research on the full life cycle cost of highway greening is very few.Life cycle cost and benefit analysis.Secondly,the article discusses the related highway greening,highway greening cost,highway greening benefit concept,strategic cost management theory,full life cycle cost theory,revenue management theory as the theoretical basis of the research.Then,according to the relevant regulations of Jiangsu Expressway Greening,a SWOT analysis of Jiangsu Expressway greening was carried out,and the current status of Jiangsu Expressway greening costs and benefits was analyzed.Standardization,unification of greening cost accounting is difficult,the level of personnel is low,the type of greening income is complex,specific statistics are difficult,and the value-added space of greening income is small,and the initial value is low.Thirdly,a model for calculating the life cycle cost and benefit of the greening of the Jiangsu Expressway was constructed,and a case study was carried out-the section of the Jiangdu to Guangling reconstruction and expansion section was specifically calculated.The following conclusions are drawn: the cost of highway greening can be traced back to various stages,divided by region,and all costs can be reliably measured.The direct benefits of highway greening are considerable,and the indirect benefits of highway greening are more difficult to measure but have a greater impact.Finally,the article also proposes countermeasures for reducing costs and increasing efficiency of the greening of Jiangsu Expressway: in terms of greening costs,dynamic accounting,enhanced standardization,unified accounting content,and improved financial personnel.With regard to the benefits of greening,optimize the selection of types of income,choose reasonable statistical methods,increase the economic value of greening services,and increase the incremental space of income.Propose solutions from these two major aspects.
