City Investment Group is the backbone of urban construction.Many projects with large investment and low return but urgent needs of the public need to be invested and constructed by urban investment companies.Often a city's landmark construction and related projects in the field of people's livelihood are also invested and constructed by urban investment companies,so the quality of such construction projects will receive more attention and requirements.However,the research on quality management of construction projects is mostly from the perspective of generality,life cycle or Party B.The Research on Party A's perspective is less,and the systematic research on Party A's perspective is less.In China,there are many government led construction projects,and Party A has a great impact on the quality of construction projects.It is of great significance to summarize the successful experience of the construction project of WF cross strait communication center and study a set of quality management countermeasures suitable for Party A,so as to guide Party A to better carry out the work and improve the quality management level of the project.By using the methods of literature research,case summary and field investigation,this paper expounds the characteristics of WF City Investment Group's investment projects and the current status of the quality management system,and finds out the main problems of the system by comparing the experience of relevant companies at home and abroad: first,the construction unit's project preparation is insufficient before the commencement;second,the quality management level of the construction unit's project site management personnel is not good Third,the responsibility distribution of the site management personnel is not clear and efficiency is not high;fourth,the internal personnel information sharing of the construction unit is not timely.The reasons are analyzed as follows: first,all kinds of permission procedures in the early stage of the project are not planned and handled in advance;second,the work content of the site management personnel is not clear enough and the ability of self-study is not enough;third,the responsibility distribution of the site management personnel is not clear;fourth,the system and consciousness of informationsharing are lack,and the tools of information sharing are relatively backward.This paper focuses on the successful experience and shortcomings of the cross strait Communication Center project invested and constructed by WF city investment group,and puts forward optimization suggestions for the quality management system of the investment project of WF City Investment Group in combination with the relevant theories and methods of project management.First,the PDCA cycle is applied to the optimization of the quality management system of the project of WF City Investment Group in the macro angle of the project,aiming at the construction unit The problems of insufficient preparation in the early stage of the project shall be optimized with the focus on stage P,so as to lay a good foundation for the work in other stages.Second,in view of the problems existing in the business level and information sharing of the construction unit's personnel on the construction site,it is suggested to adopt the Internet thinking and tools to strengthen the personnel's business ability learning and information interconnection level.The third is to use WBS to standardize and standardize the quality management framework of the construction unit's personnel stationed at the project site,and then to make the division and responsibility of the construction unit's site management personnel more clear through the responsibility distribution matrix,aiming at the unclear and inefficient work content and division of work of the construction unit's personnel stationed at the site in the early stage of the project construction;the fourth is to focus on the cross-strait communication center of WF For the deficiencies of the project,strengthen the quality control awareness and ability of the construction unit,and form a set of process for the construction unit to solve the quality problems of the project itself;fifthly,put forward optimization suggestions for the quality management measures of the survey and design,construction,supervision and other participating units.
