The development of rural education in China has undergone decades of school layout adjustments. With the introduction of policies such as withdrawal points and schools,a large number of rural schools have been withdrawn, resulting in a large number of idle campus schools. And in the process of establishing rural primary and secondary schools, national land policies are constantly changing, and the nature of land use, land acquisition, and land use in rural primary and secondary schools are diverse.Due to reasons such as lack of awareness of utilization, unclear school property rights, and large differences in opinions among schools that have been merged in these villages, the phenomenon of idle schools in villages is quite common throughout the country. At the same time, the emergence of idle schools and changes in the mode of rural education have also led to a break in rural culture, and the continuation of rural culture has become an important issue. Therefore, the issues of idle land and the disposal of school buildings have become an important issue. In order to realize the reasonable and effective reuse of idle schools, this article is guided by the needs of villagers. This paper investigates and analyzes the current situation of the use of idle primary and secondary schools in Weihai City.Explore effective measures that can make full use of idle schools and rural public demand-oriented transformation strategies, and list and summarize related domestic transformation cases, classify villager demand categories,urban-rural infrastructure gaps, and school status, etc.Find more effective and reasonable ways to dispose and use idle primary and secondary schools, promote the development of rural culture, reduce the loss of assets of merged schools, and reduce the waste of social resources.
