Research On The Policy Performance Of Promoting The Development Of General Aviation In China

General Aviation is an important part of Civil Aviation.It plays an important role in all aspects of economic construction and is one of China's most promising strategic emerging industries.Government policy support plays a key role in the development of General Aviation.The promulgation of key policies such as "Opinions on Deepening China's Low-Altitude Airspace Management Reform" and "Strategic Concept of Building a Strong Civil Aviation Country" in 2010 opened a new chapter in the development of General Aviation.The evaluation of policy performance can reflect the formulation and implementation of existing policies?it can provide early warning and recommendations for the healthy,rapid and sustainable development of the general aviation industry?and clarify the direction for the promulgation and supplementation of related policies.It classifies and sorts out theories and policies,using gray prediction models,gray correlation models,and index time difference models,combined with scientific methods such as contribution measurement algorithms,Delphi's inquiry method,presence/absence contrast method,and empirical screening method.Taking the 2010 important policies as the target policy group,the performance of the important policy group is studied and evaluated from the demand side and the supply side through the development of the General Aviation market.Based on the pre-judgment of the development scale of China's General Aviation under the current policy,the ranking results of the policy performance from 2010 to 2018 are calculated in combination with other indicators,and the reasons for the best policy performance in 2017 and the worst policy performance in 2013 are particularly explained.The lag of performance,based on the research results,points out the shortcomings of the existing policies and implementation processes,and then gives feasible suggestions for the formulation of general aviation related policies.It is divided into seven parts: the first part is the background,significance,main research content of the main thesis,the current status of domestic and foreign research,research methods and models,technical routes and innovations.The second part is mainly a literature review and research on related theories and related concepts involved in the paper.The thirdpart is mainly the study of foreign General Aviation development policy system and implementation experience,and summarizes the experience that is in line with China's national conditions and has reference significance.The fourth part first classifies and sorts out China's General Aviation development policies,and estimates the General Aviation market situation in China on the demand side by forecasting and horizontally comparing the development of China's General Aviation market development scale,and then point out the shortcomings of policies and the directions that need to focus on.The fifth part evaluates the overall performance of China's General Aviation development policy on the supply side.The evaluation idea is to measure the contribution of related policies,construct an indicator system,then use gray correlation analysis to perform performance evaluation,and finally make a study on the time difference of indicators.In the end,I obtained the effectiveness and time difference of China's General Aviation related policies to promote the development of the General Aviation industry.The sixth part is mainly based on the evaluation results of the policy performance of the previous chapters,combined with the existing problems,and gives suggestions on the optimization of China's General Aviation industry policy from four lenses.The last part is the conclusion of the article.
