With the continuous progress of the reform and opening up policy, the scale of the construction market has also continuously expanded, and effectively improving the performance of construction project management has become an important factor affecting the orderly development of the national economy.During the whole life cycle of an engineering project, many tasks are completed through negotiation between the owner and the contractor. Therefore, the relationship between the owner and the contractor greatly affects the project management performance. At present, academic circles have proposed relationship governance and contract governance as the two main governance mechanisms for project governance. However, the impact of contract governance and relationship governance on project management performance and the governance mechanism between the two have not yet reached a consistent conclusion, and whether there are reliable regulating factors for the impact of the two on project management performance has not been thoroughly studied. In addition, current academic research focuses more on the contract’s control, coordination, and adaptation functions,or the specific manifestations of relationships, and less on the organizational or individual behavioral analysis of the impact of cooperative behavior on project management performance, and explores the moderators of these relationships. Therefore, this paper proposes a hypothetical model in which the cooperative behavior between the owner and the contractor will affect the management performance of the project, and the trust between the owner and the contractor will have a moderating effect on the above-mentioned relationship. This article adopts the method of empirical research to distribute questionnaires to the project managers of many domestic high-quality owners and contractors. These interviewees all have certain project management experience.First, perform independent sample t-tests on the collected scales, group survey samples and test the impact of work experience on the research data;In view of the fact that the scale of this paper is partially adapted from the general management scale, exploratory factor analysis is used to test its adaptability to theresearch background of this paper; Finally, the method of multiple linear hierarchical regression analysis was used to test the basic hypothesis and moderating effect. The research results show that the cooperative behavior between the owner and the contractor will have a positive impact on the performance of project management. The trust of the ability between the owner and the contractor will have a positive regulating effect on the above relationship.Institutional trust reverses the impact of in-role cooperation between owners and contractors on project management performance, but positively regulates the impact of out-of-role cooperation between owners and contractors on project management performance;integrity trust also reverses the impact of in-role cooperation between owners and contractors on project management performance, but positively regulates the impact of out-of-role cooperation between owners and contractors on project management performance.Based on the perspective of transaction cost theory, this paper validates the impact of the cooperative behavior of owners and contractors on project management performance, and the moderating role of trust in the above relationship. This shows that the cooperative behavior between the owner and the contractor is an important factor that affects the performance of project management.During the project management process, the owner and the contractor can coordinate their own behavior based on the results of this research, and the degree of trust in the other party can improve the performance of project management.
