Research On Decision-making Mechanism Of Urban Planning Commission

In 1986,Shenzhen established the Urban Planning Commission based on the experience of Hong Kong.Nowadays,the Urban Planning Commission system has become an indispensable mechanism in planning decision-making of many cities.As the decision-making support organization of urban planning,China's Urban Planning Commission is of great significance to realize the democratic and scientific nature of planning and decision-making.The decision-making system of the Urban Planning Commission helps to maintain the democracy and scientificity of the planning decisionmaking and prevent the arbitrary modification of the planning.How to further improve the function of Urban Planning Commission is an important topic of this paper.The first part is the basic research.The main purpose of this paper is to determine the research object and sort out and classify the existing Urban Planning Commission research;The second part studies the nature of Urban Planning Commission based on decision science.The Urban Planning Commission is suitable for multi-criteria decision-making and organizational group decision-making theory.In this part,the decision-making mechanism of Urban Planning Commission is analyzed based on the theory of decision-making;The third part is practical research..This chapter introduces the decision-making mechanism of Urban Planning Commission in New York,Hong Kong,Taipei.It also analyzes the characteristics of these angencies in decision-making body,decision-making object,decision-making behavior / method as well as the universality and particularity of different Urban Planning Commission;The fourth part takes the decision-making mechanism of G city's Urban Planning Commission as the empirical research object.First of all,we study the development history and topic characteristics of G city's Urban Planning Commission.On this basis,we draw lessons from the second and third parts of the content and then targeted design decision-making body,decision-making object,decision-making behavior / method,and provide comprehensive system reform suggestions.
