Study On The Decision-making Mistakes In Urban Planning By Chinese Local Government In The Context Of Rapid Urbanization

Urban Planning is considered a public policy related to administrative function of local government. The effect of urban planning is depending on the local government s decisions on promoting urban planning. Once the local government s decisions are failing, it will bring irreversible huge damage to economy, society and ecology. This study tries to analysis local government s error urban planning measures, in order to effectively accelerate scientific and rational decision and promote effective implementation of urban planning.This study develops in three levels:First, the study begins with two typical examples to analysis what s urban planning mistake and its deep influence, further introduces main content of local government urban planning decision, and urban planning decision system under current situation, including chapter 1-introduction, chapter 2-definition of local government urban planning decision mistake and its main performance, chapter 3-main content of local government urban planning decision, chapter 4-current urban planning decision system.Second, starting from background of local government urban planning decision, the study further analysis government decision mistake from person and system , including chapter 5-analysis on background of local government urban planning decision, chapter 6- original analysis on local government urban planning decision mistake.Third, the study points out solution from the angle of local government, planner and public in connection with the original analysis on local government urban planning decision mistake. And the study also discuss on how to perfect decision making system, bringing in open decision making in different phases, including chapter 7-suggestion on local government urban decision making.The study focuses on analysis different groups and relations between them but not habitual analysis on urban decision making error from technological angle. And the study tries to discuss the defect of local government urban planning decision system and solution for that, in order to serve as directive research on reality.
