But neglecting the importance of planning decision-making this key link which rationally collocates social resources, will make urban planning and urban administration much more effectively.This article takes the realistic predicament as a precondition——the lack of resources arewidespread exist and the supplies of limited resources by government is finite, and discusses the three phenomenon which lead urban planning lost efficacy, brings forward the necessity and importance of decision the key construction scopes in urban planning. In the foundation of searching literatures in and abroad, by reference the relative research on decision method, decision technique and decision system in urban planning scopes. Put forward the possibility to use the method of Analytical Hierarchy Process(acronym AHP) to decision the key construction scopes in urban planning. And take Hangzhou city as an example, establish the macro and micro layer decision data tree. By matching the analysis results based on experts forecast, society demands, amend and optimize government's supply plan, putting forward the key scopes of Hangzhou city short-term construction. Finally, the article discovers support mechanism of making planning decision from two aspects ,by adjusting decision structure and consummating decision system.
