Research On Performance Evaluation Of Urban Village Reconstruction

With the rapid development of China's economy,the level of urbanization is getting higher and higher,and the land resources consumed by urban development are increasing day by day.At the same time,the huge population base has also exacerbated the contradiction between man and land in the city.On this basis,as one of the many ways of urban renewal,urban village transformation came into being.As a special product in the process of urban expansion,urban villages lag behind the development of the city,and play a hindering role in land use,urban planning,economic development,and social governance.Therefore,the transformation of urban villages and the re-planning and utilization of their land resources are the inevitable way to achieve urban function upgrade and sustainable development.However,the existing urban village reconstruction still has various limitations such as uneven performance level,which affects the urban land use efficiency and the living standards of urban residents to a certain extent.,Established a set of evaluation indicators system of urban village reconstruction based on the "input-output-result" logic evaluation line,and used DEA model combined with real cases to explore the reasons for the low level of urban village reconstruction performance.The main research results of this article are as follows:(1)On the basis of demonstrating the correlation and similarities and differences between performance,benefit,efficiency and effect,it is proposed that the performance evaluation of urban village reconstruction is based on the "input-output-result" logic evaluation line to analyze and demonstrate the performance level of urban village reconstruction Evaluation method.According to this evaluation logic,combined with sustainable development theory,"3E" theory,and public satisfaction theory,focusing on the internal environment of urban village reconstruction projects,a set of performance evaluation index system suitable for urban village reconstruction is established.The system includes input indicators and output indicators;input indicators per unit area of investment,commercial building area,green space area,and the number of public facilities are used as input indicators,with housing rent growth rate,land utilization rate,and villagers' return occupancy rate as output indicators.(2)Based on the evaluation index system of urban village reconstruction performance,the CCR model and BCC model in the DEA method are used to perform efficiency calculation and performance analysis on 12 urban village reconstruction projects.The results show that:(1)Of the 12 urban village reconstruction projects,8 are in the DEA active state,and 3 of them have been used as reference objects more than 3 times,indicating that reasonable allocation of resources and appropriate streamlining of reconstruction investments are to improve urban villages.An important way to improve the performance level;(2)The other four DMUs are in the DEA invalid state and are in a state of diminishing returns to scale,which means that blindly increasing investment or expanding the scale will not improve the performance level of urban village reconstruction,but should be combined with external conditions.Ways to improve production technology can improve performance;(3)Further analysis of these four invalid DMUs found that the focus of reconstruction investment on projects of different scales should be different,and the actual transformation should not be generalized,and specific analysis should be specific.To a certain extent,this article enriches China's performance evaluation research on urban village reconstruction,and provides relevant theoretical basis for the government's various capital investment,reconstruction focus,and urban planning in order to improve the level of urban village reconstruction in China.
