Research On Government Functions In The Protection And Reuse Of Wuhan Industrial Heritage

Wuhan is China's traditional old industrial base,and its industrial development represents the historical process of China's industrialization.The rich and high value of Wuhan's industrial heritage is of great significance for preserving historical context,constructing urban space,and promoting economic development.In 2012,the "Wuhan Industrial Heritage Protection and Utilization Plan”was issued,which accelerated the pace of heritage protection and regeneration.However,in the process of urbanization in Wuhan,due to insufficient performance of government functions,many industrial buildings included in the heritage list were demolished and destroyed,and some industrial heritages were left idle and wasted after transformation.The status quo of Wuhan industrial heritage protection and reuse needs to be improved.Therefore,seeking the "maximum common divisor" for the integration and development of industrial culture and modern civilization is the key to promoting the protection and regeneration of Wuhan industrial heritage and the development of Wuhan city.Based on this,taking Wuhan industrial heritage as the research object,clarifying the government's government functions in the protection and reuse of industrial heritage,analyzing the current status of government functions in the process,identifying possible problems and putting forward suggestions for optimization and improvement,which is particularly necessary to promote the protection and reuse of Wuhan industrial heritage.This article is dedicated to clarifying the government's role in the protection and reuse of Wuhan industrial heritage?What is the status of intervention?What's the problem?What is the optimization path?To this end,by combing government documents at multiple levels,combining the basic theories of public management,and constructing a basic framework for functional analysis,with a view to analyzing the current status and problems of government functions,and promoting research on industrial heritage protection and reuse from a theoretical level.First of all,this paper combs and extracts the functional requirements of the government in international,domestic,and Hubei provincial-level policy documents related to industrial heritage,and combines Wuhan's urban development goals,such as"Wuhan Design Capital","National Central City" and "Modern,international and ecological Wuhan" to determine that in the process of the protection and reuse of Wuhan industrial heritage,the government mainly undertakes five major functions such as registration evaluation,system planning,policy guidance,publicity and education,and social participation.At the same time,using this as the basic framework for the functional analysis of Wuhan government.Secondly,combined with the basic framework,this paper analyzes the status quo of the government functions in the process of the protection and reuse of Wuhan industrial heritage,and finds that there are problems such as insufficient recognition of the value of heritage,lack of institutional and regulatory construction,weak policy guidance,limited publicity and education effect,and insufficient guidance of social participation.At the same time,based on the above-mentioned five functions,this paper makes a case study of the government practice in the field of industrial heritage protection and reuse in Berlin,Germany and Shanghai,China,and summarizes the experience of recognizing the characteristics of heritage management,building the overall awareness of heritage,establishing special management institutions,formulating preferential policies,and launching high impact heritage publicity activities.Finally,in view of the issue of government functions in the protection and reuse of industrial heritage in Wuhan,combined with the actual development goals of Wuhan's urban construction and the inspiration of domestic and foreign urban practices,it is believed that it can be improved by improving heritageawareness,improving institutional and regulatory construction,strengthening policy guidance,publicizing the effects of education and promote the broad participation of the public to optimize the government functions in the process of protecting and reusing Wuhan's industrial heritage.
