With the development of trade globalization and economic globalization,the outstanding advantages of ships in transportation capacity have gradually emerged and become the main mode of international trade.However,in recent years,due to the impact of air pollution prevention and control,the issue of ship emissions has gradually been widely concerned by all walks of life.According to statistics,the emission of CO2 from sea transportation accounts for 2.2%of the world's total anthropogenic CO2,and the emission of other harmful gases(mainly nitrogen oxides and sulfur oxides)accounts for 3.5%of the world's total anthropogenic CO2.In the face of severe environmental situation,the Ministry of transport and the maritime administration of China issued the implementation plan for the emission control area of air pollutants from ships in November 2018 and October 2019 respectively,and the implementation plan for the global sulfur limitation order for marine fuel oil in 2020,which requires ships to use low sulfur fuel oil that meets the standards within the emission limitation area specified by the state.Under the influence of the sulfur limitation policy,all ships sailing to Chinese ports must abide by the emission limitation regulations of the Chinese government when passing through China's coastal areas and inland rivers.For shipowners,there are three main emission reduction measures:one is to use standard low sulfur fuel oil in the emission control area;the other is to use LNG as marine fuel;the third is to continue to use other fuels but install desulfurization devices to deal with the ship's tail gas.Considering the different performance of the above three emission reduction measures in emission reduction performance,economy and applicability,under the background of stricter emission restriction policies,burning low sulfur fuel in the emission control area is obviously more in line with the long-term development of the industry and the interests of shipowners.Therefore,in order to control the total operating cost of bulk carrier transportation enterprises after using low sulfur fuel oil,this paper brings the conversion of fuel oil,the adjustment of speed and the collection of marine carbon tax into the research of bulk carrier scheduling optimization.By building a nonlinear mixed integer programming model under the emission restriction policy,this paper accurately depicts the transportation of bulk crrier through the emission control area The process of transmission.In this paper,CPLEX and genetic algorithm are used to solve the model.In the case analysis,it is verified that the bulk carrier scheduling model under the emission restriction policy can effectively control the cost of the transportation enterprise.In addition,the conclusion of sensitivity analysis can also help the bulk carrier transportation enterprise to make a reasonable decision in daily management.
