Research On The Government Management Of Underground Pipelines In Qingdao

Urban underground pipelines should be the significant portion of urban infrastructure,should be the basic foundation for maintaining operation and economy development of the city,should be the "lifeline" of urban survival and development.Qingdao was the colony of German,and could be the most development city in the aspect of economy for Shandong province.Considering the large urban area and dilapidated pipelines,the efficiency of Government management should be previous issue.At present,the principal contradiction in Chinese society has evolved from that between the ever-growing material and cultural needs of the people and backward social production to that between the ever-growing needs of the people for a better life and unbalanced and inadequate development.The fourth Plenary Session of the 19th CPC Central Committee also highlighted the importance of modernizing China's governance system and capacity.The analyzation and exploration for government management of underground pipelines could push the increasing of citizen happiness and satisfaction positively,and also contribute to the sustainability of city development.Firstly,this paper would generalize the feature for government management of urban underground pipelines(GMUUP),mentioned the significance and necessity of GMUUP.The methodology would be applied with Literature Research Method,Comparative Analysis Method and Field Method.With the worldwide online searching,the records and references of GMUUP should be collected.With the interview of Qingdao local management departments,the historical line of GMUUP should be clarified,and the recent condition of GMUUP could be introduced.Secondly,analyze the structural characteristics of the underground pipeline management in Qingdao,and sort out the cumbersome and inefficient administrative approvals in the GMUUP,the "tolerance acceptance" deviates from the original intention,the pipeline data collection is difficult,the project construction is clutter,the information platform is idle,and analyze the causes such as insufficient communication between departments,insufficient laws and regulations,insufficient implementation of policies,failure to establish coordination mechanisms,and obstacles to information sharing,etc.Thirdly,the paper would introduce the experiences and solutions of Hefei,Shenzhen,the United States,and the United Kingdom.Finally,with application of public administration knowledge,the paper would present several suggestions and methods for the problems in order to improve the situation of GMUUP:First of all,optimizing the administrative approval process should be necessary,strengthen departmental communication,implement the requirements of "decentralization management",change government management ideas,and explore scientific management models;secondly,improve the relevant laws and regulations of underground pipeline government management,regulate the approval behavior,and attach importance to Policy implementation;again,fully mobilize public participation,exert collective efforts,and play the role of social organization;establish a comprehensive coordination mechanism for underground pipeline government management,establish a leading department to handle matters related to underground pipeline management;and finally strengthen urban underground pipeline information sharing and improve information Management platform to improve the efficiency of underground pipeline management.
