As a new clean energy power generation mode,wind power generation can not only promote the sustainable development of energy saving and emission reduction,low carbon and environmental protection in China,but also optimize the energy structure of China’s power system and diversify the power supply and on-grid power.In addition to the advantages of clean and zero emissions,wind energy also has intermittent and uncertainties.These characteristics of wind energy will bring huge challenges to wind power investment and construction from technical and financial aspects.How to scientifically evaluate the impact of wind power technology and financial capabilities on the investment and construction of wind power projects has become a hot issue.In order to ensure the long-term sustainable development of wind power in China,it is imperative to carry out research on technology and investment financial evaluation of wind power projects.The research shows that the current feasibility assessment of wind farm projects has the problem of not considering the life cycle operation of the wind farm project,and the single evaluation of the technology or economy of the wind farm;the evaluation index of the wind farm is too numerous,and the problem is disorderly.Most evaluation methods do not process wind resource data and financial data of wind farms,and are directly used to establish an evaluation model to reduce the accuracy of prediction.In this regard,the European and American wind power developed countries have carried out more research.By clarifying the status of wind power generation and project evaluation at home and abroad,this paper studies the comprehensive evaluation method of wind power project technology and investment finance for the large-scale centralized development model of wind power in China.This method uses multi-level fuzzy theory to establish a comprehensive technical and financial evaluation system.A number of evaluation glossaries such as“excellent”and“good”are given,and the application of the comprehensive evaluation system and comprehensive evaluation method is illustrated by taking the Dabu Wind Farm project as an example.The main research contents and conclusions are as follows:(1)Processing and analysis of wind farm data.The Windobart software and economic evaluation software are used to process the technical data and economic data of the Dabu Wind Farm,including data integration,data transformation and data analysis.The technical data used in this paper is derived from the actual Dabu Wind Farm project.In the process of data integration,the data categories are mainly classified,and the data is determined to have a continuous period and can represent the actual situation of the wind farm.In the process of importing data into software for data dimension transformation,the data dimension is reduced to meet the requirements of software analysis;data analysis is to use software to filter out variables related to evaluation,and use different algorithms to obtain data analysis results.(2)Combined with the characteristics of the wind farm project,with reference to the theoretical system of other industrial projects,a set of comprehensive evaluation index system suitable for the technical and investment finance of the Dabu Wind Farm project was established.From the technical feasibility and financial rationality of the wind farm project,it covers the multi-level analysis of wind energy resources,wind farm site selection,project management,operation and maintenance,macro and micro financial benefits.On the basis of the system,the quantitative indicators and qualitative indicators are compared with the industry standard norm values,and the index weights of each factor are determined by using the analytic hierarchy process.(3)According to the data used in the empirical analysis,the multi-level fuzzy comprehensive analysis method is used to evaluate the technical and investment financial aspects of the Dabu Wind Farm project based on the established wind farm project technology and investment financial system,and it is possible to obtaining a 95.89%chance of the Dabu Wind Farm to meet the investment and construction requirements in terms of technology and finance,and draw a feasible conclusion of the Dabu Wind Farm project.Finally,the conclusions of the Dabu Wind Farm Project in the multi-level fuzzy comprehensive evaluation method are compared with the traditional energy project feasibility study.Comparing,the results show that compared with the new energy generation mode such as photovoltaic power generation,the technology and investment financial evaluation process using the multi-level fuzzy comprehensive evaluation method is more detailed and detailed in the case of complex wind farm project technology and large investment funds.The results are more objective and reasonable.
