Oil tanker loading and uuloading operation is the core of oil wharf production operation,and the berth of oil tanker loading and unloading operation is the scarce resource of oil wharf,which affects the production capacity of oil wharf directly.In addition,the type of cargo in oil wharf is quite special,which makes the production operation of the oil wharf have a certain safety risk.In recent years,the competition among oil wharfs becomes more and more fierce.How to make full use of the existing resources of oil wharf and provide high quality tanker loading and unloading services to customers is of great importance to the oil wharfs on the basis of ensuring the safety of production operations.This paper is focusing on the Cooperative optimization of ship entry sequence-berth allocation of the oil wharf.On the basis of considering the priority weight of oil tanker service in port and the characteristics of the tanker sailing on the oil wharf channel and the berthing characteristics of the oil tanker in the oil wharf,a channel-berth cooperative dispatching model of oil wharf is established.And this paper uses the CPLEX software to solve the waterway-berth scheduling scheme with the lowest operating cost of the oil wharf.The model takes the customer importance and the risk of oil tanker accident in port as the influencing factors,and uses the multi-level grey evaluation method to determine the priority weight of oil tanker receiving service in port,taking into account the service quality and operation safety of oil wharf.The channel of oil wharf can be divided into one-way channel and two-way channel.The navigation rules of oil tankers are different.Oil tankers need to obey the navigation rules and ensure collision avoidance distance when navigating in the waterway.In addition,large-tonnage tankers may need to rely on tide when navigating in the channel.The berth of oil wharf can be divided into single oil berth and multiple oil berth.Oil tanker can be attached to berth only when the function of cargo category and berth is consistent and the tonnage constraint of berth and the length constraint of berth are satisfied.The effectiveness of the proposed scheme is verified by comparing the channel-berth cooperative scheduling scheme with the original scheme.
