With the intensification of economic worldlization and economic integration of the global, international trade is causing a steady growth of foreign trade logistics volume. Along with the increases of the goods suited to transport by container, the container inter-modal transportation has become an important traffic mode that adapts to the development of the modern container transportation. Furthermore, the containerized vessels are getting to a tendency of great size and large tonnage, which bring a great many opportunities and challenges to the development of ports. Under the complicated background, how to improve the supply of goods and decrease the wait time of the ship is becoming the important way to tackle the problem. But the bottle-neck of inland container transportation is coming in; especially the high transport costs of inland transportation seriously impede the advantage of the container inter-modal transportation. In recent years, China’s coastal ports built and planned a lot of inland ports in order to improve its market competition ability and expand business. At the same time, local governments are also planning some huge similar structure to strengthen the regional development driving force. Although the situation is reasonable to a certain extent, a number of problems have arisen. On this account, how to construct the inland port development strategic from the point of science becomes an urgency task.The paper makes a profound analysis on the need for inland port and the mechanism of its creating value based on the anglicizing development law of inland port, then analytics the status and role of hub inland port in inland port system, and elaborates the methodological of hub planning, a new method of inland port planning was created. The paper constructs the model of optimal dispatch path selection between ports and inland ports based on ant colony algorithm, presents the basic principles for the hub inland port planning based on the theory of logistics elevation and logistics gradient, an approach using weighted voronoi is proposed to solve the spatial extension partitioning problem of the inland port on the basis of the principle component analysis which can determine the city’s influence index, furthermore, pedigree clustering of SAS is used to validate the results. At last, by introducing the potential science and analyzing the influential factor of the foreign trade logistics, the paper assesses the development potentials in long term of different areas in china.The results show the value of inland ports and discover its creating value mechanism, and the paper presents three basic principles for planning the hub inland port:that is the linear feature, the dot feature and the area feature.
