Study On The Construction Of Maritime Investigation Team In China

Maritime investigation is an important basis for improving the water traffic safety management system.It is also an effective way to improve the level of water traffic safety management.Maritime investigators are the middle stream of maritime safety management.The continuous development of the maritime investigation team can better resolve social disputes,avoid causing mass incidents,and safeguard social fairness and justice.China's maritime safety management has made great progress since 1949,providing protection for water transportation,and making great contributions to the protection of national sovereignty and maritime rights and interests.On October 17,2017,the Maritime Bureau of the Ministry of Transport and Communications held the Maritime Investigation Work Conference of National Maritime system in Xining,which summarized the achievements and experiences of the maritime investigation work for nearly five years,and thoroughly analyzed the new situations and challenges,and which provided a foundation for the next phase of the construction of maritime investigation team.The victory of the 19th National Congress of the Party provides a historical opportunity for the construction of the maritime investigation team.At present,the construction of maritime investigation team limits the development of maritime investigation work.There are various problems in the construction of the maritime investigation team.For example,some departments rely too much on the old ideas in concept or practice,and do not dare to break the original pattern;there is no clear position setting of maritime investigator in some departments;Because of no an incentive mechanism for maritime investigators,there is a lack of enthusiasm in team.However,these problems prevent the achievement of the goal of building a modern and professional maritime investigation team.This paper will make a comprehensive analysis of the new opportunities and situations facing the construction of marine accident investigation team,and sum up the current situation of marine accident investigation team,and objectively evaluate the existing problems in the process of construction and development.Based on the theory of human resource management in public sector,this paper draws lessons from the experience of foreign developed countries in the construction of marine accident investigation team,and puts forward some countermeasures to solve problems in the construction of China's marine accident investigation team.
