In recent years, with the development of maritime transport, maritime traffic density is higher and higher. This condition increases traffic accident, and brings huge losses to people’s life and property. Dealing with maritime accidents efficiently and finding out the causes of the accident accurately is a very important measure to improve traffic conditions. And is also the responsibility of the maritime accident investigator. The role of evidence runs through the whole maritime accident investigation. We can say that no evidence no maritime investigation. With the development and progress of human science and technology, the role of the electronic evidence is becoming more and more important no matter from the legislation and judicature or the advantages itself of electronic evidence.Of all the electronic evidence equipments, VDR can restore the voyage data of ship accurately and no others can compare with it in this aspect, so VDR is the dominant equipment in handling of maritime accidents. But as the reason of the difference of ship types, ship-borne equipment, VDR system and the difference of the form of data storage devices, the playback of VDR data can only use the dedicated software. We want to make up a new way to realize VDR data playback, in order to compare with the third party software.This paper’s mainly working include:(1) Analysis and introduce VDR system and its related standards and rules.(2) Analysis the data in the system Kevin hughes VDR, including NMEA statement data, radar image data and voice data, radar image data in PNG format, voice data is compressed in the form of ADPCM G.721.(3) Implementation VDR data decoding and playback.(4) Taking two actual accident as an example, and using the above method to obtain evidence at the time of the accident and analyze the relevant conclusions.
