With the implementation of the "Three Collections and Five Major" system,the agreement inventory purchasing model become more and more mature and standardized which is important for State Grid Company.This model has the advantages of reducing the number of tenders and procurement costs.So it can further accelerate the progress of material procurement and improves the lean management level of power grid enterprises.At present,the distribution network construction of power grid enterprises needs to be carried out nationwide and the amount of the project is huge and the construction period is relatively concentrated,these will leads to the relatively centralized procurement of the required power grid materials.At this time,suppliers will not be able to deliver according to the contract deadline because of their signed contract is bided.Some suppliers will affect their supply schedule of power grid materials due to fluctuations in raw material prices or changes in logistics costs.Therefore,it is necessary to improve the procurement of agreed inventory materials and adopt more effective schemes to optimize the supply of materials in power grid.So as to effectively guarantee the supply of various materials for power grid of power companies.Firstly,this paper analyses the background and significance of the current power company's agreement inventory material procurement management system through the current situation and development trend of domestic and foreign agreement inventory material procurement management.This paper summarizes the shortcomings and shortcomings of the material procurement management mode currently adopted by the power company,carries out the actual demand analysis on the material procurement management of the agreement inventory,and determines the overall function module of the system and the technical scheme of the system realization.Secondly,according to the actual business requirements of the power company's purchase management of agreed inventory materials,the functional modules of the system are divided into material basic information management,agreement inventory planning management,agreement inventory maintenance management,price linkage management,agreement inventory execution management and system background management.On the basis of Spring MVC architecture,these functional modules are designed and developed.The system background database uses SQL Server 2015.The design and development of the system is based on the procurement service of agreed inventory materials.The modular design module is used to separate the business logic and data processing of the system,which improves the maintenance efficiency and stability and reliability of the system.Finally,the system software is tested by test cases.The test results show that the system can better meet the specific needs of the power company's agreement inventory management.Its operation interface and system friendliness meet the requirements of the power department's material purchasing managers,and meet the requirements of the power company's enterprises for the agreement inventory material purchasing management.At the same time,the use of this system has greatly improved the informational of material resources management and accelerated the modernization process of material procurement management of electric power company's agreement inventory.It also improves the utilization rate of information resources of existing agreement material procurement management,the working efficiency of staff and the level of material procurement management of enterprise and decision-making ability.
