| It has become the trend of urban transportation development in China to develop public transportation travel and advocate the concept of "green travel".Since bicycle travel can not only solve the "last kilometer" problem of public transport,but also conform to the concept of "green travel",many cities in China have tried to develop bicycle system.However,bicycle systems in most cities have failed.In 2014,bike sharing came out,accelerating the development of bicycle travel in China.Since December 2016,the scale of bike sharing in Hangzhou has expanded rapidly.Although it provides convenience for public travel,there are many difficulties and problems in the actual management process.How to operate and manage the shared bicycle efficiently by establishing a management mode in line with China’s national conditions is the key problem to be solved in this paper.Based on the stakeholder theory,this paper uses the methods of questionnaire,field visit,discussion with relevant departments,literature analysis,consultation and expert opinion to understand and analyze the current situation of the use and management of shared bicycles in Hangzhou,analyze the demands of relevant stakeholders,and finally put forward a set of innovative management mode of shared bicycles.The main conclusions are as follows:(1)there are some problems in Hangzhou,such as disorderly parking of shared bicycles,difficulty in ensuring the safety of users’ riding,and vulnerability to infringement of non motor vehicle road rights.The current management mode needs to be improved.(2)draw up multiple stakeholders of bike sharing,consult experts in the field of public transport management,and finally determine nine stakeholders of government,enterprise,user,investor,supplier,competitor,media,property and university.(3)using the Mitchell scoring method,paired t-test and clustering method to determine the types of stakeholders.Identified stakeholders:government,enterprise,user,investor;expected stakeholders:competitor,supplier,media;potential stakeholders:University,property.(4)use the power/interest matrix to analyze the demands of stakeholders and their impact on bicycle management.The results show that the government,enterprises and users are the main influences.(5)according to the principle of sharing and co-governance,this paper puts forward a new management mode of sharing and co governance of bicycle in collaboration with all stakeholders.With the help of Internet platform,the model establishes a comprehensive information platform composed of five parts:public service platform,application service platform,management service platform,big data platform and information platform to realize information exchange among all stakeholders,clarify the responsibilities of all stakeholders in the management,and realize sharing and governance.This study can help to find and improve the existing management problems of shared bicycles in Hangzhou,and also provide some reference for the establishment of the management mode of shared bicycles in Hangzhou. |
