| With the acceleration of internationalization,especially the promotion of the "one belt,one road" strategy,the turnover of China’s overseas enterprises has increased significantly,especially those taking in overseas construction projects.However,those enterprises are facing more and more labor problems,and the demand for localized management is very urgent.The academic circle has put forward the concept of labor localization management for many years,but the enterprises in China have not shown their due understanding and attention to the implementation.This paper explores environmental factors and necessary measures in the process of labors’ localization in China’s foreign contracting enterprises.Specifically speaking,the author sorts out and classifies deficiencies in the localized management;explores and summarizes the causes;puts forward effective measures and methods,so as to optimize and improve the localized management.First of all,this paper analyzes the current situations of labor management in China’s contracting enterprises and the current development of the international project contracting market.On this basis,it studies the labor ownership(including the difficulties and risk factors that may exist in the implementation of labor localization management),the labor localization management of our contracting enterprises,as well as its factors and evaluation mechanism,which to a large extent provides reference and proofs for the labor localization management,guarantees the standardization of management and improve its effectiveness.In addition,this paper will analyze the time axis of factors that affect the localized management,and build a relatively comprehensive,objective and concise flow of the localized management using the concept of feedforward,concurrent,and feedback.In addition,the author has also fully studied and referred to the achievements of labor localization management of Shandong Dejian Group,and will firstly study projects’real conditions,support the scientific,reasonable and standardized management,and analyze and summarize the selected methods and measures,so that project managers would pay more attention to the importance of labor localization management,which can be widely used in overseas construction projects for better efficacy.This paper researches Dejian Group’s overseas projects,combs and summarizes the practical labor problems,and puts forward effective approaches and summarizes management experience.The innovation of the analyzing process and tools in this paper is as follows:firstly,according to the Richman model,the author mainly analyzes the region and mode choice of overseas contracting enterprises,combining that of the Boston matrix theory;secondly,the labors’ localized management risk is designed with standardization by using the FMEA potential failure risk assessment model and its analysis theory of consequence effects;the third is to build a localized management evaluation system via the AHP and fuzzy evaluation.Finally,the author explores and sorts out a set of systematic and integrated management,control and evaluation process of labor localization. |
