After 70 years of construction, the West Lake Scenic Area has recovered from the mountainous baldness at the beginning of the founding of the People’s Republic of China to today’s lakes and mountains. The construction of the plant landscape played an important role in this process. The success of this development model has a strong guiding significance for the development of Chinese garden art in both theory and practice. This paper studies the process of plant landscape change from 1919 to 2019 in the West Lake Scenic Area.Firstly,we try to incorporate the comparison method of "repetition photography of historical photos" into the analysis of landscape change. Some representative observation sites from the combing of historical photos are selected and we compare the differences of plant landscapes around the founding of the PRC through fixed-point repeated photography. And the impact of changes in plant landscape on the landscape of the West Lake. Then,we focus on the research on the change characteristics and change mechanism of the landscaping development process after the founding of the PRC.Through the research on academic monographs, statistical yearbooks, government documents, historical images and other multi-angle data, according to the development characteristics of each stage, after the founding of the country. The development history of the West Lake plant landscape is divided into restoration(1949-1957),development(1958-1965),recession(1966-1976),creation(1977-1998),revitalization(1999-2019)five stages. Finally, based on the summary of the garden construction achievements and the green development orientation at each stage, the characteristics of the changes in the initial development process are summarized. There are three specific examples:the greening-oriented construction mode and the harmonious beauty-oriented plant configuration art.Culturally indexed special plants are built. In the combing study of its change mechanism:1.West Lake is highly susceptible to social and political influence due to its inherent social attributes.Whenever the decision of political will changes,it will affect the value perception of plant materials, and then change the direction of greening, resulting in changes in greening content and landscape features, which makes the plant landscape show strong characteristics of the times in the process of change.2.At different stages, changes in the management system have had a direct impact on the development of landscaping. At the beginning of the founding of the PRC,the "garden" and"greening" were led to the neglect of the cultural orientation of the scenic spots within a period of time. After the restructuring, the characteristics of the management rights affected the individuality and aesthetic characteristics of the West Lake plant landscape.3.The cultural driving force is obviously reflected in the changes of the plant landscape of the West Lake.On the one hand, the internal traditional culture guides its construction direction,on the other hand,it is reflected in the development of the past generations of gardeners based on foreign culture.Innovation in direction. In summary, the researchers discussed the protection of plant content in the West Lake Scenic Area in the new era from the perspective of cultural landscape:strengthening the output of cultural content, maintaining the integrity of the cultural landscape, and coordinating the relationship with the environment.
