Research On The Information Platform Of Chengde Management Office Of Zhangcheng Expressway For Capacity Building

Capacity building is an important measure to determine team effectiveness.Highway management,with the following general problems: decentralized departments,hierarchical organizational structure,information transfer deformation,and so on,has put forward practical challenges to capacity building.This study relies on the management topics of Hebei provincial department of communications and Hebei provincial department of science and technology undertaken by the project team,takes the management office of Chengde section of Zhangcheng Expressway as the research carrier,takes improving the ability level as the core goal,and builds and optimizes its management platform with the help of information technologies such as mobile Internet,big data and Web development.This study firstly analyzes the challenges and problems existing in the capacity building of the management office in Chengde section of Zhangcheng Expressway.Then,a capacity evaluation index system applicable to the actual situation of its management office,including four dimensions of leadership,quality,motivation and function,was constructed.Analytic hierarchy process was used to calculate the weight of each index and determine the main direction of capacity building.Furthermore,relevant functional modules of iOS,Android mobile terminal and management background were developed by using C language and Java language,which improved the practicability and efficiency of the existing platform and provided assistance for capacity building.Platform since its launch in 2016 as of October 2019 article 19 all the people released 19,129 dynamic,this article research results in September 2018 in the online platform,in more than a year in the actual work aiming at capacity building ongoing adjustment and optimization,through the practice has proved that Chengde management office used the platform to improve the strategic management,process management,team management ability.The research results of this paper provide reference for enterprises to establish the capacity building mode with information as the main supporting means and enhance the overall capability of enterprises.
