Analysis On Competitiveness And Study On Countermeasures To Improve It Of Shanghai Interna Tional Shipping Center

Since the state council made the strategic decision of development of Shanghai international shipping center in 1995,the construction of Shanghai international shipping center has a history of more than 20 years.In the past 20 years,the eargo throughput of Shanghai port increased from 16.402 million tons in 1996 to 702 million tons in 2016,and the container throughput increased from 1.771 million TEU in 1996 to 37.13 million TEU in 2016.The infrastructure of Shanghai port has developed from 1,140 quay berths in 2006 to 1,238 quay berths in 2015.Shanghai port has built lingang industrial zone and free trade zone successively,and the transportation system is gradually improved.Soft environment,such as policy launched,orderly shipping market development,Shanghai has released the Shanghai containerised freight index(SCFI)and established the China port network,more than 20 years in Shanghai port development made significant progress,but there are also many problems,in an increasingly tense international shipping competition today,how to improve the eompetitiveness of Shanghai intermational shipping center is a problem to be solved.This paper generalizes the Shanghai more than 20 years of development,summarizes its development results,analyzes the problems existing in the competitiveness of Shanghai international shipping center with the method of investigation,uses SWOT analysis of Shanghai at present environment,it is concluded that the facing problems in the development of Shanghai,and by comparing the current situation of the development of domestic and foreign well-known international shipping center,it is concluded that the experience of the development of Shanghai,including the advantages of Shanghai port,gap and disadvantages,and then propose countermeasures and Suggestions on the development of Shanghai port,this paper argues that mainly includes four aspects,first,the Shanghai improvement should be made policy areas,put forward the policy to promote the development of Shanghai port and shipping laws and regulations,Perfecting,speed up the cultivation of talents;Second,Shanghai port should improve the logistics distribution system construction;Thirdly,Shanghai porit should focus on building a soft environment for shipping,including accelerating the development of shipping finance and trade,accelerating the construction of port hinterland economy,and seizing the opportunity of the development of free trade zone.Fourth,coordinate the development relationship between Shanghai port and the surrounding ports.This paper puts forward the countermeasures and Suggestions from four different perspectives,which can be used for reference to enhance the comprehensive competitiveness of Shanghai international shipping center.
