With the rapid development of Passenger Dedicated Railway Line (PDL), it has already brought about a lot of problems of seamless passenger transport. And due to many kinds of transportation modes are involved in the seamless passenger transport, the whole system may run into more complex security problems. As a result, systematically analyzing the principal safety problems existed in the system of seamless transport and respectively finding the related solutions is imperative.Firstly, this paper does an analysis of safety problems in seamless transportation systems by using the method of Preliminary Hazard Analysis. These safety problems focus on the connection between different transportation modes, and the root causes are mismatching of capacity, quality of service and imperfect connection. Based on above research, three countermeasures are given: perfecting system safety management; improving design of comprehensive transportation hub and optimizing information system. With implementing these three countermeasures, safety performance of the seamless passenger transport system is greatly improved.Then, implementation methods for the three countermeasures are deeply studied:(1) Uniform regulations of safety management could be framed by using economical, administrative and legal method. (2) Safety audition and personnel evacuating model are suggested to concretely solve the safety problems then improve the safety performance of the comprehensive transportation hub. And, an example of evacuation in a transportation hub is given. (3) Preliminary optimization scheme for information system is put forward.
