Shipping agent industry is an important part of shipping industry.It involves international trade,transportation and port management.It is a professional agent service closely related to many stakeholders.As an important service link of international maritime cargo handover in ports,ship agency service plays an important role in international trade transportation.Since China's accession to the World Trade Organization,the opening degree of the shipping agency market has further increased,and the industry access has been further relaxed.With the emergence of foreign-funded shipping agency enterprises and domestic private shipping agency enterprises,the shipping agency industry is facing major development opportunities and challenges.On the one hand,the rapid development of national shipping agency enterprises and the rapid expansion of ship agency market have greatly promoted the development of China's shipping industry;on the other hand,with the establishment of more and more shipping agency companies,the differentiation and restructuring of enterprises have gradually appeared and intensified in the market,and the market is facing a cruel competitive pattern of survival of the fittest.As pointed out in the report of the Nineteenth National Congress,China's economic growth has shifted from high-speed growth to high-quality development,which is changing the mode of development,optimizing the economic structure,and transforming the power of growth.At present,the global competition pattern is intensifying day by day;the domestic economy and the industrial structure adjustment are advancing one step deeper.It is reality acknowledged by most managers,that those Chinese enterprises whether from research and development,management,or from the brand,service are lack of competitiveness.Manager's can also feel the difficulties of the current adjustment period.The reform and innovation of the social systems and the deepening of the market competition put forward new demands ton improvilig the comprehensive level of ship agent and the management level of ship agency enterprises.It is urgent to establish a scientific and effective ship agent enterprise performance management system,and to perfect enterprise personnel management mechanism.Scientific performance management system can promote the formation of flexible and efficient employment mechanism,create a human resources management system that encourages innovation and strives for first-class,and improve the comprehensive operation efficiency of shipping agency enterprises.From the perspective of management,this paper intends to explore the construction of performance management system of shipping agency enterprises,by using the Balanced Scorecard as the main tool and 360 degree performance evaluation as the supplementary comprehensive performance management tool,taking H International Shipping Agency Company as an example.Firstly,taking the national industrial policy as the guiding ideology,the relevant principles of the Balanced Scorecard performance management as the theoretical basis,and H Shipping Agency Company as an example,the strategic objectives of small and medium-sized shipping agency enterprises are established,and under the guidance of comprehensive,coordinated and sustainable development,the informationized and specialized management innovative shipping agency enterprises are developed.Secondly,the basic model of performance management of H Shipping Agency Company is constructed by using the balanced scorecard.From the Balanced Scorecard of company to the Balanced Scorecard of department to the Balanced Scorecard of individual employees,the performance objectives are decomposed and implemented layer by layer to form the index system of Shipping Agency Company.Thirdly,the qualitative indicators are evaluated by 360 degree performance evaluation.Fourthly,the performance weight distribution problem of different departments and positions is solved by standard score measurement algorithm.Finally,the paper studies the safeguard measures of performance management in shipping agency enterprises,and supports and maintains the effective implementation of performance management by means of performance management process safeguard measures,performance appraisal management information system safeguard measures,personnel performance communication training safeguard measures.
