Study On Emergency Response Mechanism Of High-speed Passenger RORO Between Pingtan And Taiwan

Taiwan strait serves as the golden waterway of cargo transportation between north and south China,has the characteristics of big vessel traffic flow,many fishing boats,and great winter stormy waves so on.The navigation environment is complex.And with the increasing of domestic and international trade,the phenomenon of traffic flow conflict becomes more and more obvious.Since the establishing of high-speed passenger ro-ro route between Pingtan and Taiwan on November 30,2011,there have been some dangerous situations and minor accidents such as engine failure,slight touch to the dock,but no casualties and large property losses have been caused.And its safety has been concerned by all sectors of society.Although the high-speed passenger ro-ro ship has the advantages of comprehensive transport,but also brings together a variety of shipping risks in a ship,andwhat is more the high-speed passenger ro-ro ship carrying a large number of passengers,once an accident occurs,its severity and influence will be far greater than other maritime accidents.Therefore,it is very necessary to study the emergency response mechanism of Pingtan-Taiwan high-speed passenger ro-ro ship after many years of operation.At present some domestic scholars have done a lot of researches on China's maritime emergency response mechanism and other related aspects,but there are few research materials on the emergency response mechanism of high-speed passenger ro-ro ships,and there is a lack of thematic and systematic research results.Therefore,through the research of this paper,it is of practical significance to study and improve the emergency response mechanism of high-speed passenger ro-ro ship to ensure the operation safety of high-speed passenger ro-ro ship.In this paper,By consulting domestic and overseas literatures about the emergency management,ro-ro ship and maritime search and rescue,visiting ro-ro ship company and the dock,as well as maritime,meteorology and other relevant government departments,to collect a large number of emergency response related information,and according to the characteristics of the ro-ro ships,the factors such as navigable condition and climate condition of Taiwan straits route,adopt the research methods of summary,from the perspective of emergency management,this paper introduces the concepts and theories of the emergency response mechanism from the perspective of emergency management,and combined with the domestic emergency response mechanism to state the current situation of the emergency response mechanism of high-speed passenger ro-ro ship in Pingtan.This paper analyzes the deficiencies of the emergency response mechanism,such as the imperfection of the early warning and prediction mechanism,the imperfection of the emergency response laws and regulations,the difficulty of the emergency response coordination mechanism to fully play its role,the out-synchronization of the emergency response information,the imperfection of the emergency response guarantee system,and theimperfection of cross-strait emergency response coordination mechanism.The reasons are mainly as follows:backward early warning and forecasting models,lagging and lack of emergency response laws and regulations,lack of cooperation and communication among various emergency response agencies,lagging construction of comprehensive information platform,insufficient basic strength of emergency response and the difference of cross-strait emergency response systems.Finally,this paper in view of the contradictions and the problems faced by current emergency response of high-speed passenger ro-ro ship in Pingtan,and using the theory of modern emergency management and crisis management theory,and use for reference from foreign advanced and efficient emergency response management experience,on the basis of the affirmation of existing emergency response plans and measures for high-speed passenger ro-ro ship,puts forward the countermeasures and suggestions such as strengthening safety supervision,perfecting laws and regulations,giving full play to lead the coordination mechanism,accelerating the construction of information platform,strengthening regional cooperation,improving the financing guarantee system,strengthening the construction of rescue power input,exploring the integrated construction of maritime cruising and maritime emergency response and perfecting cross-strait emergency response coordination mechanism.It is expected to improving the emergency response mechanism for high-speed passenger ro-ro ships in Pingtan-Taiwan,and create a continuous,safe and stable maritime traffic environment for the construction of "the Belt and Road" and "west coast of the strait".
