Study On The Planning And Design Of External Space Of Rural Settlements Under The Background Of New Urbanization

In the central urbanization working conference held at the end of 2013,the literary expression of "visible mountains,visible water and remembering homesickness" about urbanization aroused extensive discussion from all walks of life.This poetic twelve words fully illustrate that the "new" urbanization of grounding gas is quite different from the previous one-attaching great importance to the important role of rural development in the process of urbanization..The national new urbanization strategy provides a new background for the transformation and development of rural areas in China.With the intensification of urbanization in recent years and the guidance of the policy of Rural Revitalization and construction,great changes have taken place in the pattern of urban and rural areas,which inevitably leads to various problems in urban transformation.This paper studies the construction of the external space of rural settlements in Suqian area.On the basis of the social reality of the transformation and development of Suqian rural settlements under the new urbanization,it combs and summarizes the prototype and characteristics of the external space of traditional rural settlements in Suqian area through on-the-spot investigation and data collection,and explores the new rural areas in Suqian area according to the needs of rural transformation under the new era background.The positive development way of settlement outer space construction is discussed,and the Countermeasures of rural settlement outer space design suitable for the development of the region are discussed.The research of this paper mainly includes the following four parts:Firstly,based on the background of the times,the paper analyses and combs the relevant policies of rapid urbanization since Suqian was founded.It analyses the development reality of Suqian rural settlement space from three aspects: the circulation of modern agricultural land,the integrated development of urban and rural areas and the intervention of multiple subjects.It also analyses the transformation motivation of Suqian rural settlement space under the demand of modern life.Secondly,on the basis of fully studying the physical geography and socio-economic characteristics of Suqian area,this paper investigates,excavates,analyses and summarizes the genes of the external space of traditional rural settlements in Suqian area,namely spatial prototype and spatial characteristics.Thirdly,based on the development demand of the "new" rural Settlements’ outer space in Suqian area and the inheritance of the traditional rural Settlements’ outer space gene,the paper puts forward the principles of the planning and design of the outer space of the "new" rural settlements under the new urbanization in Suqian area,and from the perspective of urban-rural coordination,spatial genetic inheritance and sustainable development.The corresponding planning and design countermeasures are put forward respectively.At the end of the article,it introduces the practical case of students’ participation in practice-the external space planning and design of Maozhuang,Suqian,Jiangsu Province.It is not only the practical application of some of the research results in this paper,but also reflects on the limitations of the research results in practical application.Facing the current upsurge of rural planning in full swing,there are still the following questions worthy of consideration,such as: what kind of villages can be considered as "good" villages,and where is the value of the countryside reflected in the context of new urbanization? What are the different economic and social logic between rural development and urban development,and what role can planning play? As a planning and design practitioner,how should we establish the correct "values of rural planning" ? How can we shape the "new" rural settlement outer space with the characteristics of the times and without losing the traditional wisdom? Although the author tries to answer these questions in the article writing,it still has great limitations and expects to further develop research in the future combined with practical work.
