The world's nuclear power industry has entered a rapid development.China,as the subject that introduces,digests,absorbs and recreates the world's most advanced third generation nuclear power technology AP1000,needs to fully understand and grasp each link in the process of AP1000 Project construction.Considering that Haiyang Nuclear Power Phase I is the first batch of AP1000 nuclear power plant under construction,its non-conformance item management during construction is still at the exploratory stage,and the actual management exists problems,reflecting in two aspects: non-conformance report(hereinafter refers to NCR)closure rate is so low that it cannot meet the excellent closure rate90% required by owner;The applicability of certain non-conformance disposition is so poor that it is unable to support the whole non-conformance item management.Therefore,it is of great significance to study the management of nonconformance item.According to the characteristics of the non-conformance item management of AP1000 Haiyang Nuclear Power Project and based on the statistical data,management procedures,nuclear safety related laws and regulations,the existing problems on the non-conformance item management of Haiyang Nuclear Power Project are analyzed by the method of data statistics and analysis while the root causes of the low NCR closure rate and the poor applicability of non-conformance item disposition processes are obtained by causal analysis method.Through the application of 6 Sigma quality management concept,process improved model DMAIC(include Define,Measure,Analyze,Improve,Control),the NCR closure rate has been improved and the disposition process for the non-conformance item has been enhanced so that the non-conformance item management of Haiyang Nuclear Power Project is operated reasonably and efficiently,the related personnel's implementation and understanding for the non-conformance item management is greatly improved and the field requirement for the non-conformance item management is met.The low NCR closure rate is solved by optimizing the non-conformance item management organization setting,improving the non-conformance item management procedures and establishing the NCR review and control mechanism etc.The poor applicability of the non-conformance item disposition processes is solved by optimizing both the special processes and terms and the general processes and terms.Compared the previous non-conformance management statistics with the management statistic data obtained after improvement,it indicates that theimprovement study and practice has achieved satisfactory results.The study results also have certain reference significance for the non-conformance management of the follow-up AP1000 Projects.
