With social progress and development,educational equity is becoming a focus issue.Safeguarding educational equity is conducive to balancing development of regional education,safeguarding citizens’ right to education and promoting social equity.At present,with the rapid development of urbanization in China,the demand for educational facilities increases rapidly,which also brings severe challenges to the allocation and management of educational resources.Therefore,how to impartially,objectively and scientifically evaluate the fairness of educational facilities and analyze the causes of spatial education imbalance stands as a valuable reference to urban planning.Firstly,this paper constructs a new comprehensive equity evaluation model.Based on the interpretation of the concept and connotation of educational facility equity,this paper evaluates the spatial equity distribution of primary school facilities based on GIS platform from the perspectives of accessibility,facility quality and supply-demand relationship.The establishment of this model can scientifically identify the unfair areas of educational resources and provide a new analytical perspective and approach for the planning of educational facilities.Secondly,this study comprehensively evaluates the spatial equity of primary schools in central area of hangzhou,and analyzes its correlation with urban population factors,urban space expansion,housing price distribution and urban spatial structure.Results show that the accessibility of primary schools does not match the capitalization of education.The influence of school quality on regional housing price is a significant manifestation of educational capitalization.Population mobility and the influence of educational facilities determine the relationship between supply and demand of educational facilities.The equity distribution of educational facilities is consistent with the spatial structure of the city.Thirdly,in order to find out the underlying reasons affecting the spatial heterogeneity of educational facility equity,this paper,based on GWR and OLS models,establishes a model from five dimensions of urban structure,residential space,demographic characteristics,infrastructure and scientific,educational and cultural facilities,and expounds the quantitative relationship between educational facility equity and impact factors.The results show that the equity of educational facilities in hangzhou is influenced by the spatial and temporal laws of urban development,the differences in housing prices,population occupation,transportation facilities,cultural facilities and other factors.The difference of urban spatial structure is the most significant dimension that affects the fairness of educational facilities.The spatial distribution of urban educational facilities has a dual structure,and the villages and urban sprawls are at a disadvantage.Educational facilities and regional population education level influence each other,vocational difference is one of the reasons of unfair education;A good living environment is conducive to obtaining high-quality educational resources,and the infrastructure construction accelerates the concentration of educational resources.Training institutions have two sides to the fair development of educational facilities,and strengthening the construction of scientific,educational and cultural facilities is conducive to enhancing the soft power of new town education.Finally,this paper puts forward optimization strategies to improve the fairness of educational facilities from three aspects: spatial equity,education facilities equity and supply-demand equity.
