As an important industry for the development of the national economy,China’sVehicles industry plays an important role in promoting the comprehensive competitiveness of the country.Although China has entered the ranks ofVehicles powers, how to realize the dual benefits of resources and environment is a major problem. The development of energy-saving and newenergyVehicles industry is an important measure to solve the sustainable development of theVehicles industry.Based on this, this study, from the perspective of green growth,is the entry point to evaluate the green growth capacity of China’s energy-saving and new-energy vehicles, identify the shortcomings in the development of China’s energy-saving and new-energy vehicles, and propose targeted Suggestions.Firstly, through the analysis of green growth theory, green supply chain theory, stakeholder theory and producer responsibility extension theory, the paper analyzes the theoretical basis of industrial green growth capability research and defines the concept of green energy growth capacity of energy-saving and new energyVehicles industry.Connotation.The paper analyzes its elements from four dimensions: industrial environment, industrial resources, industrial technology and industrial performance.By analyzing the coupling relationship of four factors,it analyzes the basic mechanism of energy conservation and green energy industry’s green growth capability.Secondly, construct an evaluation index system for the green growth capability of China’s energy-saving and new energyVehicles industry.Based on the formation mechanism of the green growth capability of energy-saving and new-energyVehicles industry, the indicator sea selection from four dimensions is used to identify the green growth capacity index of the industry through CA analysis and rough set screening method, and the evaluation index system is constructed. Finally, measure and evaluate the green growth capacity of China’s energy-saving and new energyVehicles industry.According to the characteristics of the research object,TOPSIS and grey relational theory are used to construct the energy-saving and automotive industry green growth capability evaluation model.Based on the statistical data of China’s 2000-2016 statistics, the green growth capability level of China’s energy-saving and new-energyVehicles industry is obtained.Index and conduct dynamic analysis. The research results show that the green growth capacity of China’s energy-saving and new-energy automobile industry is gradually increasing, and the industrial environment, industrial resources, industrial technology and industrial performance show different growth trajectories;the coordination of the two environmental layers of industrial environment and industrial technology The development has a significant impact on the improvement of China’s energy-saving and new energy automobile industry’s green growth capacity;but the relative lack of energy resources and energy resources of the new energy vehicle industry is an important reason for the current weak green growth capacity. At present, the automobile industry is weak in undertaking the challenges of energy conservation and environmental protection pressure and the demands of stakeholders. It is necessary to actively allocate energy and new energy vehicle industry resources and strengthen technology to create multiple performances of economy, energy conservation and environmental protection. The research conclusions enrich the relevant theories of green growth, and provide guiding suggestions for the sustainable growth of China’s energy-saving and new energy automobile industry, which has important reference significance for the development of related industries.
