Research On The Optimization Of Community Size In Urban Central District From The Perspective Of Governance Innovation

During the transition period of China's economic and social development,city development is gradually turning from incremental construction to stock management.This stage calls for a real return to humanity and the formulation of a more appropriate,timely,and meticulous social comprehensive plan.As a basic cell of urban social life organism,community carries the daily life of many residents.And its development is related to the whole urban organisms.Most of the urban central district communities are old communities.As important region for urban renewal and contradictory gathering place,it's the focus of social construction.In the course of community construction,under the guidance of "two separate blueprints" of urban planning or administrative division for a long time,the delineation of community-scale neglects the differentiated human needs combined with local characteristics,which is lack of synergy with urban governance systems and urban spatial planning systems.The contradictions between the three elements of "need—supply—space" are gradually intensifying under the current development situation,which hinders the sustainable development of the community.Face on these contradictions,the planning only focuses on the improvement of the space aspect of materials such as facility configuration and public space,and it is obviously unable to cope with the actual needs.The vision should be extended a governance aspect that focuses on a more refined multi-needs and service interaction.This paper re-examines the great impact of the difference in demand and service caused by the different population composition of the community on the quality of community governance.From the perspective of governance innovation,it proposes the concept of community service circle based on need management and a more refined,timely and appropriate community size assessment method—— "Community Service Need(CSN)",and build an ideal community service circle model to provide new community planning perspectives and approaches.In this paper,Yuzhong District is used as an empirical research object.In the face of practical issues,it focuses on the governance connotation and special connotation of community scale by using the concept and method of community service circle to optimize the existing scale assessment method.This article consists of five chapters.The first chapter is the introduction.The opening of the article interprets the current research background and proposes research issues and visions,and defines related research concepts.Then it summarizes the purpose,significance,methods,content and research framework of this research.The second chapter is the foundation of cognition.It summarizes the trends of policies and practices related to community scale in urban center districts.It used the three clues of “need—supply—space” to summarize and analyze current problems and the root causes of contradictions.The third chapter is the introduction of concept.Introduces the concept of community service circle based on the foundation of multi-disciplinary related research,and discusses the basic characteristics of the three clues of “need—supply—space” and its relevance to the research object.Then it discusses the value connotation,the target system,the necessity of introduction and the practical significance of the circle concept.Then fourth chapter is the method construction.Based on the perspective of governance,from the three aspect of basic ideas,construction steps and optimization results,the strategy of community scale assessment and adjustment optimization method for urban central districts is introduced,and the related cases are used to explain the methods.The fifth chapter is empirical research.Using the method strategy established by introducing the concept of community service circle,combined with empirical research in Yuzhong District,using questionnaires,interviews,surveys,statistical induction and other methods to analyze the complex problems faced by the optimization of community scale under the characteristics of Yuzhong District and explore the adaptive application of assessment and adjustment methods.Then carry out empirical reflection,reorganize the connotation of “need——apply—space” in community value and scale,and reflect on the aspects of community-scale optimization measures and mechanisms that need to be adapted in practice.Further planning and thinking about community scale research,exploring the path of multi-participation and planner involvement.On the basis of above,the sixth chapter first summarizes the conclusions of the article,proposes the innovation points and deficiencies of the research,and forecasts the further research.This paper is reflection on the transformation of traditional community scale in the period of urban development and transformation.As a perfect process of community renewal,it has positive significance for the sustainable development of the community and the improvement of urban charm as well as residents' quality of life.
