With the further development of economic globalization,the way goods are transported has been gradually shifted from a cost-oriented approach to a time-based approach.The air cargo market has broad development prospect due to its fast transportation speed,long transportation distance and high added value of transportation goods.As an emerging transportation product with clear time limit requirement in the air cargo market,the timeliness of air express service is difficult to be guaranteed because of incomplete resources and operating standards involved in its operation process.Therefore,the timeliness enhancement is regarded as the main goal of air express operation process optimization.Through the inductive summary of operation process of the existing air express service,the overall planning method is used comprehensively to optimize it.Based on the definition of air express' s concept and the analysis of operation process optimization theory,the operation processes of cooperative and self-operated air express service divided by business type are analyzed and compared.The general operation process of air express is summarized.To enhance the timeliness of air express service as the main goal of operation process optimization,and the overall planning method is used comprehensively to optimize its operation process.The optimization process is as follows: the Work Breakdown Structure(WBS)is used to perform the process splitting on the workflow and draw the overall planning graph;estimate the processes durations in the overall planning graph with the Program Evaluation and Review Technique(PERT);the Critical Path Method(CPM)is applied to identify the critical path of the workflow,and the optimization measures are taken to adjust the logical structure,compress the operation time and increase the resource allocation based on the key processes in the critical path.By comparing the critical path of air express operation process before and after optimization,it is proved that the optimization process achieves the main goal of shortening the total time-consuming of operation process and enhances the timeliness of air express service.At the same time,after analyzing the optimization effects and the optimization measures,the guarantee measures of operation process optimization for grassroots personnel,equipment technology,system platform and monitoring mechanism are proposed,which makes the air express operation process optimization more comprehensive.
