GC Logistics Co.,Ltd.is a state-owned enterprise under the State Bureau of Materials Reserve in Jinan,Shandong Province.In response to the national "One Belt and One Road" initiative,and to support the "Four Centers Construction" of Jinan,in 2017,under the leadership of the Jinan Government,GC built a railway supervision site,relying on which the CR Express from Jinan to Moscow was open.The supervision siteis based on the abundant warehousing resources of GC,and takes the full advantage of the storage facilities in the reserve system.It has received good market response and attracted resources from Luxi,Luzhong and Jiangsu-Zhejiang provinces.The shipping frequency has been increased from 1 shift to 2 shift/month.In 2018,it plans to open new lines based on the extension of existing lines.As the workload becomes increasingly heavier,the original operation mode has to adapt to the change of external conditions and the requirements of self-development.In this context,this article analyzes the overall status of GC's CR Express operations.First,it briefly introduces the basic situation of GC company and the current status of operation about CR Express.Especially,it focuses on the details of the operation of the trains,the key processes and the types of services provided.During this process,it sorts out problems existing in the operation process,including external resource environment,internal hardware and software infrastructure,operational processes and other issues,and then analyzesits underlying causes.Second,it puts forward the optimization plan of CR Express's operation,which includes:to design the GC company's CR Express logistics information platform according to the principle of logistics informationization;to optimize the key workflow using ECRS process optimization method;to take Chongqing railway containeras benchmarking,and The service content of the central station expands its service scope and categories to meet the diversified needs.,it,it gives suggestions on related safeguard measures,which raises the requirements for GC's internal management,human resource allocation,and overall resource planning,so as to ensure the smooth operation of the GC company's CR Express operation plan.The following innovations are made in this study on the operation and management of the GC Company's CR Express:First,in the course of the construction of GC CR Express Logistics Information Platform,the company's original information system functions are extended through the logistics informationization theory system.It seeks to share resource information with customs,railways,and shippers to achieve equal dialogue and collaborative operations.Second,in the process of key process optimization,cross-functional flow charts are used,and the work records that should be generated are marked in each link,so that the process can achieve the goals of accuracy,clear structure,clear responsibilities,and value-added purposes.This study aims to improve the operation and management level,which can not only reinforce the basic management level of the company,accelerate the pace and scale of development,but can also participate in the construction of the international railway logistics major channel in Jinan.Thus,this study may help to enable the city to rapidly integrate the "One Belt and One Road" development strategy,to improve the comprehensive transportation system,and to create an international regional modern logistics center.Moreover,it has implications for the participation of other companies in the national reserve system in the construction of the "One Belt and One Road" and the implementation of international railway transportation.
