Abstract/Summary:
As China’s economic and trade cooperation with ASEAN is getting closer,the location advantage of the New Western Land-Sea Corridor adjacent to Southeast Asia has begun to become prominent,and it has become an important land-sea linkage channel in China’s opening up pattern.With the promulgation of the "Master Plan for the New Western Land-Sea Corridor ",the network layout of the channel with railways as the backbone and cities as the nodes has begun to emerge.The problem of the organization of container trains of the New Western Land-Sea Corridor has also become a key issue under the new logistics network.However,from the perspective of development status,there are fewer train lines,uncertain schedules,and low frequency along the New Western Land-Sea Corridor.The overall train line shows a state of "separate politics and disorderly competition".Logistics demand and transportation resources are scattered in the channel network.It can be used comprehensively,and it is urgent to optimize the resource allocation of the train from the perspective of network operation.Therefore,a systematic analysis of the current problems and optimization needs of scheduled railway express of the New Western Land-Sea Corridor,and research on the key content of the train schedule section,train type,schedule time,marshalling content and service frequency under the network layout conditions,will promote the network operation organization of the New Western Land-Sea Corridor,which is of great significance.Based on the research of the "14th Five-Year Development Planning Project for Railway Containers",this paper combines field survey data and literature analysis to conduct a study on the organization optimization of the New Western Land-Sea Corridor from the following aspects:(1)Analyze the current status of the train organization of the New Western Land-Sea Corridor,and summarize its main problems such as small transportation volume,low resource utilization and weak endogenous power.Sort out the demands of all parties for the optimization of the train organization plan in terms of cost and timeliness.(2)Sort out the structural features of the radial and multi-channel,"many-to-one" land-sea confluence,"spatial polarization" imbalance structure of the New Western Land-Sea Corridor,and the corresponding characteristics of the train transportation organization.This paper sets up a networked train organization mode of "direct departure + ladder direct + transit assembly".With the goal of minimizing railway operating costs and the generalized logistics costs of customers,considering transportation capacity constraints,demand integrity constraints,port collection time window constraints,etc.,an optimized model of the train organization of New Western Land-Sea Corridor based on networked operations is developed,which includes The decision of the opening section,the type of train,the opening time,the content of grouping and the frequency of service,etc.,and a step-based solution algorithm based on priority was designed according to the model.(3)Taking the logistics service network composed of 15 node cities and existing railway lines on the new land and sea channel in the west as an example,the model is solved to obtain 8 optimized train lines with a total service frequency of 106 lines / week,which realizes the network demand.Compared with the current point-to-point train organization plan,the optimized networked train organization plan has increased the traffic volume of each line by 25%,realized a total cost savings of 2.1%,reduced the total transportation time by 13%,and increased the total service frequency 45%,which is significantly better than the peer-to-peer train organization plan in terms of network scale,program economy,and service stability,which is conducive to improving the scale,economy,and stability of the service of the New Western Land-Sea Corridor.After evaluating and verifying the effectiveness of the constructed model,the corresponding measures and suggestions are put forward based on the results of the case study.
