A Study On The Adaptability Of Resettlement Mode In Tibetan Hydropower Project

Tibetan areas mainly include Tibet Autonomous Region and Qinghai Province,Gannan Tibetan Autonomous Prefecture of Gansu Province,Aba Tibetan Qiang Autonomous Prefecture of Sichuan Province,mainly distributed in the Yarlung Zangbo River,Jinsha River,Nu River,Lancang River and the upper reaches of the Yellow River Basin.Tibetan area is rich in hydropower resources,which is an important base for power transmission from west to East in China.However,engineering practice shows that Tibetan area is different from other areas,and the relocation and resettlement of resettlement in hydropower construction is relatively complex and special,which is one of the difficulties that puzzles the development and construction of hydropower projects in Tibetan area at present.Therefore,on the basis of in-depth analysis of related factors such as production and lifestyle,traditional culture,customs and habits of residents in Tibetan areas,it is of great practical significance to study and innovate the resettlement mode of hydropower projects in Tibetan areas,so as to reasonably and effectively develop and utilize hydropower resources in Tibetan areas.Based on the background of hydropower project development in Tibetan area,this paper firstly combs the current resettlement methods of domestic hydropower projects through investigation and collection of data,and classifies and studies the characteristics and applicable conditions of various resettlement methods.Secondly,the particularity of resettlement conditions in Tibetan areas is analyzed.Five aspects of particularity are thoroughly analyzed through spot sampling and data collection.The results show that the traditional agricultural resettlement methods have relatively poor adaptability in Tibetan areas.Thirdly,through sampling survey and field investigation,the effect of the placement methods that have been implemented in Tibetan areas is analyzed by combining qualitative and quantitative analysis.The results show that long-term compensation placement is the most satisfactory placement method.Finally,four innovative resettlement modes in Tibetan areas are explored,and their application conditions,selection sequence and influence are studied in depth.The policy and economic aspects are analyzed,and the safeguard measures for implementing innovative resettlement modes are put forward.The results show that it is feasible to implement innovative resettlement modes in Tibetan areas.After solving the problems of legal cohesion,etc.It can be popularized and applied.The research ideas and methods of this paper can provide reference for similar projects The research results of this paper have good reference value for effectively solving the resettlement problem of hydropower projects in Tibetan areas.
