Study On The Problems And Countermeasures Of The Construction Of Utility Tunnel In Guizhou Province

The rapid economic development of Guizhou Province make a great challenge to the construction of utility tunnel.The traditional way that the pipeline’s unit of building and investment belong to different pipeline direction units will result in a non-cohesive investment plan for pipeline excavation,thus causing the the ground’s repeated excavation which is neither economical nor environmentally friendly.Utility tunnel’s development that makes the planning and construction centralized brings a great convenience to the inclusion of the new pipelines and the old pipelines’ replacement and maintenance.At the same time,the construction of utility tunnel can also make full use of the underground land,which is beneficial to the resources’ efficient utilization and the advancement of Guizhou’s urban modernization.This paper analyzes the utility tunnel’ process and present situation at home and abroad,sums up the relevant experiences in the whole process of construction and operation,then makes a conclusion that the utility tunnel’s development should pay attention to legislation and planning,together with strengthen the leading role of the government.Then,studies the construction of the utility tunnel in some cities of Guizhou province,focusing on Liu Panshui’s project.and prefectures of Guizhou province by induction method.The problems existing in Guizhou’s utility tunnel construction are summarized through field investigation,retrieval of Internet-related data,national and local policy research and other methods.The problems existing in Guizhou’s utility tunnel construction can be divided into the following four aspects.Government control: the existing policies and regulations as well as supervision and management mechanisms are incomplete;Planning and design:lack of macro-layout,Lack of or no access to the system platform for the original data of the underground pipeline;problems in constructionmode: large investment,relatively single channel of investment and financing,lack of experience in operation and management;The problems existing in the support of the system include the shortage of relevant professionals,the problems of construction technology,and the difficulty of sharing the related data and information.The corresponding solution can be considered from the following aspects.In the aspect of government control,we should formulate and perfect the corresponding policies and regulations,improve the supervision and management mechanism of the government;Planning and design aspects: strengthen the overall planning of the utility tunnel,actively carry out underground census,and improve the planning and design of the utility tunnel.In the aspect of construction mode: introducing social capital,expanding investment construction mode,setting up specialized management organization of utilitytunnel;supporting system: strengthening talent training,establishing intelligent information management platform,innovating and upgrading engineering technology method.
