Present Situation And Analysis Of Radiation Clinic In Some Counties In Jiangsu Province

Purpose: according to the relevant national laws and regulations of occupational disease and standards for radiation protection,it is aimed to acquire the basic information of the current radiation protecting situation in the provincial and country medical institutions,analyzing the existing problems in order to make better use of the radiation protecting resources,guaranteeing the healthy considerations for radiologic workers and examiners,as well as providing the evidence for improving the law enforcement and supervision level for radiological health.Objects: with the methods of stratified cluster sampling,basing with the real economic development level in Jiangsu Province,the research took two towns and one district respectively among southeast Jiangsu,middle Jiangsu and northern Jiangsu areas,including Suzhou high-tech zone,Zhangjiagang City,and Taicang City in southern Jiangsu,Guanglin Districtin Yangzhou,Dongtai City,Jinhu Town in middle Jiangsu,as well as Xuyi Town,Lianshui Town and Huaiyin District of Huai'an City in northern Jiangsu.The research was carried out among all the 291 medical institutions for radiological diagnosis and radiotherapy.Contents and methods: the research includes four aspects: the basic situation to radiological diagnosis and radiotherapy,places and equipment conditions,protective articles conditions,as well as quality control and supervision conditions.The research questionnaires were designed basing on the relevant laws,regulations and other literatures,which were also required to be distributed by the supervisors in different health authorities to radiological diagnosis and radiotherapy to finish filling and verifying.Results:1.basic information: this research involves 291 radiation treatment mechanisms in 9 districts in the province.The number of the radiation treatment mechanisms in southern Jiangsu is close to the summation of middle Jiangsu and northern Jiangsu areas.There is no obvious difference between middle and northern Jiangsu areas.Based on the density of population distribution,the highest density of radiation treatment mechanisms lies on Taicang City,however,based on the density of area distribution,the highest one is in southern Jiangsu area.2.personnel situation: there are 964 professionals in the all 291 radiation treatment mechanisms.The educational background of these professionals in public institutions are obviously higher than it is in private organizations.3.the situation of safety protection for radiological diagnosis and radiotherapy:The installing ratio for professional generator rooms reaches to 98.8% in all researched areas.Among them,the installing ratios for southern and northern Jiangsu area all reach to 100%.The ratio for middle Jiangsu area reaches to 95.4%.the detection rate of protection in the places where these radiation treatment mechanisms carry out work reaches to 88.6% and the annual rate is 85.2%.The ratio for carrying out the work of protection and performance examination for discharging equipment is 85,1%,with the annual rate is 83.0%.The differences in protection and detection in places and for the equipment,as well as the annual carrying out situation has statistical significance for southern,middle and northern Jiangsu areas.Based on the quantity to be used for the protection,the number for the protection equipment in municipal district is higher than county-level city.The ratio of hanging storage for protection stuffs is 47% n the different radiation treatment mechanisms while the average ratio is 59.4%.The ratio of folding deposit reaches to 6.1%.This ratio in southern and middle Jiangsu area is obviously higher than it is in northern Jiangsu area.4.quality control: to set the staff ratio for quality control and safety protection(both professional and unprofessional)in southern,middle and northern Jiangsu areas respectively as 64%,86.1% and 57.8%.Thus,the ratio in middle Jiangsu area is obviously higher than the ratios in southern and northern Jiangsu areas.5.the inspecting situation for health supervision agencies:The research shows that inspecting times for radiological diagnosis and radiotherapy institutions in every district reached to 2.06 times every year.The frequency for inspecting times in southern Jiangsu area is obviously lower than middle and northern Jiangsu areas.Conclusion:the setting of radiation staff in radiological diagnosis and radiotherapy institutions in county towns cannot meet the requirement to the population and economic development.The phenomenon of personnel fault exists in the situation,with lacking higher educating background or professional staff with ranks and titles.The radiation staff in private radiological diagnosis and radiotherapy institutions does not always have high educating background.It seems that in the areas with more developed economic situations,the ratio of inspecting equipment characteristics and places protection for medical institutions is also higher.The distribution rates of protective articles in southern and middle Jiangsu areas are obviously higher than it is in northern Jiangsu area and the quantity of protective articles in each generator room in municipal district is also higher than it is in county town.The mandatory utilization ratio to radioprotection necessities is not high and the method of hanging storage cannot be popularized.The problems that exist in private medical institutions for radiological diagnosis and radiotherapy are: no settings for professional managers or staff for safety protection and quality controlling;2.no settings for radiation protection system for emergency handing plans caused by radiation incidents.3.no punctual measures for staff's pro job training,body examinations or occupational medical examination.In addition,the supervision frequency to radiological diagnosis and radiotherapy institutions carried out by health monitoring bureau is not as high as expected.It is suggested with appropriate distribution to radiological diagnosis and radiotherapy institutions and the establishing of ‘medical association' in construction area,to implement hierarchical diagnosis treatment system in order to dredge the public appropriately seek for medical advices.Besides,all medical treatment institutions shall be strengthened on the system construction and non-delegable and independent duty,for better implementing standard management and improving the defending consciousness for radiological diagnosis and radiotherapy.It is also necessary for strengthening the professional knowledge and radiological protecting training for medical personnel,to perfect the personal motivation system and talent teams,which shall guarantee the stable development for radiological diagnosis work.It is also suggested to increase the frequency to the medical supervision and enhance the punishment for illegal behaviors in order to cooperate with all or different levels of organizations for advocating radiation work and standardizing the industries management.
