Comparative Study On The Highway Management Mode At Home And Abroad And Using For Reference

At present,the rapid development of China’s highway construction has made great contributions to the development of China’s economy.As China has not yet made unified regulations and overall planning for the national highway management system and mode,each province and city can only combine their own reality and explore in practice,gradually forming the phenomenon of multiple highway management modes in parallel in China.However,with more and more frequent traffic between different cities,the management mode of "one province,one model" gradually revealed its disadvantages,which greatly hindered the development of China’s economy.Therefore,it is more and more urgent to research and explore a set of highway management model suitable for China’s current situation.The research methods used in this paper are case analysis,comparative analysis and literature research.From the perspective of new public management theory and new public service theory,this paper provides a theoretical basis for the study of highway management mode in China,that is,the government should actively transform its functions in highway management in China,build a service-oriented government,and introduce the market competition mechanism at the same time put the public interest in the first place.Paper based on the abroad represented by the United States,France,Japan and other countries and domestic represented by Beijing,Shandong,Jiangsu and other provinces and cities of the highway management pattern research and comparison,summarized the domestic and foreign advanced experience in the practice of highway management,points out the shortage of our country highway management pattern should follow the scientific,practical,on the basis of such principles as explore suitable management mode of highway in our country,namely,the collectivization management pattern.Then further analyzing the advantages of collectivization management mode and the necessity of implementing the collectivized management in our country,and on the basis of combining with the condition of our country,from the government,enterprises and maintenance system reform and perfecting the highway laws and regulations of our country highway management model puts forward the countermeasures of improving further development,to promote the rapid development of highway in our country.
